This PCR covers factory-gate production of iron or steel barbed fencing wire and the closely defined twisted hoop, single flat wire, and loosely twisted double fencing-wire forms in the product category. It applies to uncoated and zinc-coated products supplied as coils when construction, steel grade, wire diameter, barb geometry, coating state, coating sequence, and sale-unit packaging are declared.

The foreground boundary starts with received steel wire and ends with net saleable barbed-wire coils at the factory gate. It includes forming, twisting, barb application, winding, conditional in-house continuous hot-dip galvanising, and conditional steel strapping.
