1. Scope and Applicability
This PCR applies to complete boiler auxiliary plant and complete condensers for steam or other vapour power units supplied at the manufacturer's factory gate. Covered equipment includes economisers, superheaters, soot removers, gas recoverers, steam-turbine condensers, vent-steam condensers, and comparable complete heat-exchange or boiler-support assemblies within the reviewed product boundary. Product-specific pressure, temperature, duty, materials, cooling medium, and conformity requirements must be declared.
The PCR excludes steam or other vapour-generating boilers, central-heating boilers, nuclear reactors, steam turbines, valves, standalone pumps or fans, and separately supplied replacement parts. Installation, commissioning at the customer site, operation, maintenance, retrofit, and end-of-life are outside the default cradle-to-gate boundary. The official CPC structure and HS heading establish the distinction between complete equipment, boilers, and parts (un-cpc-3-0-2025, un-hs-2017-heading-8404).

The default boundary begins when purchased materials, bought-in components, energy carriers, water and process consumables cross the manufacturing-site boundary.
