1. Scope and Applicability

This PCR applies to factory-gate production of flat-rolled non-alloy steel whose delivered state is obtained by cladding, metallic plating or coating, organic coating, or another declared further-working operation. It covers sheet, strip, plate, and coil across widths when the substrate remains non-alloy steel and the coating or further-working state is part of the sold product.

The foreground boundary starts with received hot-rolled or cold-rolled non-alloy flat steel and ends with accepted, finished product at the producing site's gate. It includes applicable surface preparation, thermal conditioning, metallic coating, organic coating, metal cladding, mechanical further working, finishing, packaging, on-site wastewater treatment, direct emissions, and generated wastes. Supplier-gate production of steel substrate, coating metals, paints, chemicals, fuels, electricity, water, and packaging is represented by linked upstream datasets.

Stainless-steel or other alloy-steel substrate products, silicon-electrical steel, high-speed steel, uncoated hot-rolled or cold-rolled products sold without further working, fabricated components whose flat-rolled identity is lost, downstream installation and use, and end-of-life are excluded. This PCR does not prescribe a particular product specification or coating system; the foreground data package must identify the actual route and exact retained layers.
