1. Scope and Applicability
This PCR governs foreground data packages for products classified exactly as CPC 21170. The official scope covers meat and edible offal from reptiles and non-poultry birds, including pigeons, game birds, grouse, ostriches, partridges, pheasants, quails, wild ducks, and wild geese, in fresh, chilled, or frozen form. Poultry meat and poultry edible offal under CPC 2112, CPC 2114, and CPC 21160 are excluded.
Because CPC 21170 is broad, a conforming foreground package must lock the reference product to exactly one common and scientific species identity, exactly one skeletal-meat identity or one explicitly named edible organ, and exactly one market state. Multi-species lots, a combined meat-and-offal product, and mixed fresh/chilled/frozen reference outputs are not conforming. The authored inventory provides concrete example routes for nine species; an in-scope species or organ not represented here requires new species- and tissue-specific atomic rows before use.
The foreground boundary starts after lawful farming or capture and inbound transport end at facility receiving. It includes receiving, slaughter, primary separation, preparation, conditional chilling or freezing, packaging, storage, release, sanitation, heat generation, and conditional on-site wastewater treatment. Farming, lawful capture or hunting, and inbound transport are upstream; distribution after the facility gate, retail, use, and end-of-life are downstream.
