1. Scope and Applicability

This PCR covers CPC 3.0 code 23130: groats, meal, and pellets made from wheat or another explicitly named cereal. Every foreground data package shall lock exactly one botanical cereal species, exactly one product form, and one actual manufacturing route. It shall not average across cereal species, combine groats with meal or pellets, or use “other cereal” as a material identity.

The foreground boundary begins when the declared cereal grain and purchased utilities cross the manufacturing facility gate. It includes receipt and storage, cleaning and grading, route-specific conditioning, dehulling, cutting, grinding, sieving, route-specific pelleting and cooling, finished storage and release, campaign-attributable cleaning, dust control, and conditional onsite heat or wastewater treatment. Agriculture, grain drying or processing before receipt, and inbound transport require separate upstream datasets. Distribution beyond the facility gate, retail, use, and end-of-life are downstream.

Covered products are dry cereal groats, cereal meal, and cereal pellets whose exact cereal species and physical form are declared. Flour, flakes, rolled grain, malt, starch, breakfast cereal, couscous, compound feed, multi-ingredient prepared food, and any product outside CPC 23130 are excluded. A product described by a Codex commodity standard is included only when its CPC identity is still 23130.

No default amount, range, yield, moisture adjustment, energy intensity, loss fraction, or emission factor is prescribed. Dataset values come from foreground records or calculations from collected records.
