1. Scope and Applicability

This PCR covers the exact generic scope of CPC 3.0 subclass 21299. It applies to otherwise unclassified products of fish, crustaceans, molluscs or other aquatic invertebrates and to dead aquatic animals explicitly unfit for human consumption when they leave the foreground site as a non-food product. The product identity, legal status, reason for non-food disposition, intended non-food use, physical state and route shall remain explicit. The reference flow shall never be described, validated or modelled as food.

Edible fishery products, live aquatic animals, inedible flours, meals and pellets classified in CPC 21291, and outputs that have legal waste status at the reference point are excluded. Upstream capture, landing, aquaculture and supplier processing are represented by linked upstream datasets when applicable, not recreated inside this foreground boundary. This candidate supports direct dispatch and one declared conditioning route; route inventories shall not be combined as if simultaneous.
