1. Scope and Applicability

This PCR covers the CPC 3.0 category of vinegar and edible vinegar substitutes obtained by diluting or formulating food-grade acetic acid. It supports foreground data packages for finished products at the plant gate, including fermentation vinegars made from agricultural substrates or agricultural alcohol and liquid food products formulated from acetic acid for vinegar-like use.

The foreground data package shall declare the specific product form and route. Fermentation vinegar and an acetic-acid-based substitute are distinct products and shall not be represented by one another. The category-labelled Tiangong flow in Section 3 is a representative identity for finished liquid vinegar only. If a more specific real Tiangong flow matches the actual substrate, route, physical form, market specification, or packaging state, that flow shall replace the representative flow. The representative UUID shall never be silently reused for an acetic-acid substitute, buffered vinegar powder, concentrated semi-finished acid, or another materially different form.

The PCR excludes industrial acetic acid sold as a chemical, acetate salts and buffered vinegar powders, sauces and pickled foods in which vinegar is only an ingredient, non-food cleaning products, and upstream production processes that are represented by separate supplier datasets. Packaging is included only when the declared plant-gate product is supplied packaged.
