1. Scope and Applicability
This PCR applies to dry, shelf-stable mixtures in which cocoa powder and sugars are the characterizing ingredients and which are placed on the market as sweetened cocoa powder, sweetened cocoa, drinking chocolate, or an equivalent product name. It covers conventional and fat-reduced cocoa-powder variants when the formulation and applicable sales specification are declared.
The foreground manufacturing scope begins with cocoa powder, sugars, optional permitted dry ingredients, packaging, purchased energy, and water received at the manufacturing site. It includes ingredient storage and handling, dosing, dry blending, conditional conditioning or agglomeration, screening and foreign-body control, filling, and packing. Upstream production of cocoa powder, sugars, other ingredients, packaging, energy carriers, and water is represented by linked provider datasets.
Unsweetened cocoa powder, cocoa liquor, cocoa butter, solid chocolate, bulk or retail chocolate preparations other than sweetened cocoa powder, ready-to-drink cocoa beverages, and dairy-based beverage powders whose category character is not a cocoa-powder-and-sugar mixture are outside this PCR.
