1. Scope and Applicability

This rule covers separately recovered, fresh or first-stage preserved, untanned goat and kid raw skins. It applies to slaughter and lawful, quality-acceptable fallen-animal recovery. It does not treat a skin retained on a carcass as a separate product. Declare species, provenance, state, grade, actual removal/recovery/curing gate and reporting period. Exclude sheep skins, furrier-class raw furskins, detached hair, chromium-tanned wet blue, other leather and post-gate transport. Upstream goat husbandry may serve meat, milk, fibre or breeding across periods; its burdens must be linked, never silently discarded.
