1. Scope and Applicability
This PCR defines foreground data-production rules for the manufacture, factory testing, and factory-gate delivery of automatic regulating or controlling instruments and apparatus whose control output or actuation is hydraulic or pneumatic. Covered products include complete hydraulic or pneumatic regulators, controllers, control-valve positioners, pressure or flow controllers, and functionally equivalent automatic control apparatus delivered as finished manufactured products.
The PCR covers configurable analogue, electronic, electro-hydraulic, electro-pneumatic, and fluidic products when their declared primary function is automatic regulation or control through a hydraulic or pneumatic output or mechanism. Product-specific construction, controlled variable, input signal, output signal, pressure or flow range, materials, and test specification remain mandatory qualifiers.
The PCR excludes sensors or measuring-only instruments without automatic control action; hydraulic or pneumatic cylinders, motors, pumps, compressors, and power-transmission equipment; manually operated valves; electrical-only controllers without hydraulic or pneumatic control output; parts and accessories sold separately; and integrated machines for which the controller is not a separately declared product. Distribution, installation, use, maintenance, and end-of-life are outside the default factory-gate foreground boundary.
