1. Scope and Applicability
This PCR applies to manufacture of complete pulley tackle, lifting hoists other than skip hoists, winches, capstans, and mechanical or hydraulic jacks supplied as market-ready products. Covered products may be manually, electrically, hydraulically, pneumatically, or engine powered. The foreground gate-to-gate boundary begins with received materials, purchased components, fuels, utilities, and packaging and ends with the complete tested and packaged product at the factory gate.
Skip hoists; lifts, escalators, and moving walkways; cranes; conveyors; standalone chains, ropes, slings, hooks, electric motors, hydraulic pumps, gearboxes, and other parts sold separately; installation at the use site; distribution; use, maintenance, and end-of-life are outside this PCR. A lifting accessory that does not itself constitute pulley tackle, a hoist, winch, capstan, or jack is excluded. The data package shall declare the exact subtype and whether on-site fabrication, joining, coating, powered testing, and each packaging route occur.
