1. Scope and Applicability

This PCR applies to a product-specific foreground dataset for CPC 21189 when meat, edible anatomical tissue, or blood from a declared terrestrial mammal, marine mammal, bird, or frog is prepared or preserved by a method other than freezing, salting, brining, smoking, or drying. The dataset must identify every animal species, anatomical tissue, blood source, recipe input, final product form, package article, market temperature state, and preservation route with no pooled identity.

Covered routes include a declared cooking, frying, roasting, steaming, stuffing, hermetic canning, vinegar-pickling, seasoning, mincing, paste, pâté, rillettes, or galantine route only when the resulting product remains within CPC 21189. A route name alone never establishes category identity: the exact non-sausage product form and ingredient bill of materials must also be declared.

The following are outside this PCR: products preserved principally by freezing; salted, brined, dried, or smoked products in CPC 21181–21183; sausages or similar products in CPC 21184; meat extracts or juices in CPC 21185; complete dishes or meals in CPC 21186; homogenized infant-type preparations; fish, crustacean, mollusc, or other aquatic-animal preparations outside the stated mammal and frog scope; and upstream animal raising, capture, slaughter, inbound transport, downstream distribution, retail, preparation by the consumer, and end-of-life. An integrated facility may report an excluded life-cycle stage as a separately identified linked process, never by silently enlarging this foreground boundary.
