1. Scope and Applicability
This PCR governs foreground manufacturing data packages for finished footwear whose upper is made of textile material and that is not sports footwear. It covers open- or closed-toed non-sports footwear when the finished product is classified in CPC 3.0 subclass 29340. It applies to a declared product style, size basis, bill of materials (BOM), manufacturing route, site, and reporting period.
The default foreground boundary starts with purchased finished materials and components received at the footwear manufacturing site and ends with conforming finished footwear and its sales packaging ready for dispatch at the plant gate. On-site component production is included when performed by the reporting facility. Upstream production of purchased textile, polymer, rubber, adhesive, packaging, and other inputs is represented by linked upstream datasets rather than being silently absorbed into the foreground process.
Sports footwear in CPC group 294, footwear with uppers of leather, footwear with both outer soles and uppers of rubber or plastics, protective-metal-toe footwear classified outside CPC 29340, orthopaedic footwear, skating boots, footwear parts sold separately, retail, use, repair, and end-of-life are excluded from the default foreground boundary. A study may model those downstream stages separately, but it must not present the extended system as this gate-to-gate foreground data package.
The process inventory below describes a representative cemented casual shoe with a woven polyester upper, polyester lining, rubber outsole, EVA foam bottom components, and polyurethane adhesive. A conforming data package must replace or supplement representative BOM rows with one atomic flow card for each actual material and component; it must not substitute a plural material family or a route selector for a real exchange.
2. Product Category Identity

| classification_refs | CPC 3.0: 29340, exact |
| covered_products | Finished footwear with uppers of textile materials, other than sports footwear |

| representative_product | One pair of non-sports closed-toed casual shoes with woven polyester textile uppers and cemented rubber outsoles |
| production_route | Textile upper cutting and sewing; bottom-component manufacture or receipt; lasting, adhesive activation, sole attachment, finishing, inspection, and packing |

3. Reference Flow
| Field | Value |
|---|---|
| What | Provide non-sports footwear with textile-material uppers that protects the feet from the ground and meets the declared product specification |
| How much | One pair of footwear defined by the product BOM and declared reference size |
| How well | Conforming and in good condition for its intended non-sports use, with declared construction, size, quality specification, and durability evidence |
| How long or cycle | One use; the product duration of service and number of uses are declared separately when the data package is used in a full life-cycle study |
| reference_flow_link | The reference flow is the measured mass m_pair in kg of one conforming finished pair, excluding detachable sales packaging; inventory is reported per pair and normalized per 1 kg of the same finished product |
| Field | Value |
|---|---|
| Reference amount | m_pair kg, the measured mass of one conforming finished pair |
| Reference product flow | Footwear with uppers of textile materials, other than sports footwear f6098cff-2e83-4867-ace9-6b24b50b0ccd |
| Reference flow property | Mass 93a60a56-a3c8-11da-a746-0800200b9a66 |
| Reference unit group | Units of mass 93a60a57-a4c8-11da-a746-0800200c9a66 |
| Reference unit | kg |
| Required qualifiers | CPC 29340 confirmation; textile upper material and construction; non-sports intended use; open- or closed-toed style; adult/child/infant segment; sex or unisex size segment; reference size; pair mass excluding sales packaging; sole and midsole materials; lining material; assembly route; manufacturing site and geography; reporting period; product quality specification; rejected-pair treatment |
When constructing a foreground data package, the items listed in Required qualifiers must be declared in dataset metadata, process notes, reference flow comment, product description, or an equivalent data package field. Missing required qualifiers make the reference flow definition incomplete for that data package.
4. Measurement and Unit Rules
| rule_id | Applies to | Required property | Required unit | Rule |
|---|---|---|---|---|
reference_pair_mass | conforming finished pair | Mass 93a60a56-a3c8-11da-a746-0800200b9a66 | kg | Weigh the complete left-and-right pair after finishing and conditioning, exclude detachable sales packaging, record the reference size and scale resolution, and use the arithmetic mean of conforming measured pairs for m_pair. |
pair_mass_conversion | conversion between pair and mass reporting | Mass 93a60a56-a3c8-11da-a746-0800200b9a66 | kg/pair | Convert a per-pair inventory to a per-kg inventory by dividing every exchange by m_pair; retain m_pair, sample count, and reference size so the conversion is reversible. |
component_mass_basis | BOM materials, components, finished product, and solid waste | Mass 93a60a56-a3c8-11da-a746-0800200b9a66 | kg | Record gross input, conforming incorporated mass, recoverable offcut, reject, and disposed mass without mixing wet and dry bases; document moisture or conditioning state when material mass can change materially. |
energy_unit_preservation | electricity and fuel inputs | Energy | kWh for electricity; MJ for fuel | Preserve metered units and conversion factors. Do not combine electricity, purchased heat, steam, or fuel into one inventory exchange. |
5. System Boundary
Boundary Abstraction
| Field | Value |
|---|---|
| declared_starting_condition | Finished materials and purchased components received, identified, and accepted at the footwear manufacturing site gate |
| starting_condition_role | Foreground gate-to-gate starting condition for footwear component preparation and final manufacturing |
| product_classification_scope | CPC 3.0 subclass 29340 only |
| recursive_input_rule | If a partially finished or finished CPC 29340 footwear product enters the foreground system, record it as one explicit product input, link its own upstream dataset, and do not recursively recreate the same category inside this PCR boundary. |
| upstream_dataset_requirement | Each purchased material, component, energy carrier, packaging item, and waste-treatment service requires a geographically and technologically representative upstream dataset or a disclosed data gap. |
| disclosure | Declare which component-making steps are on-site, which components are purchased, all contract manufacturing, the BOM and reference size, process and assembly loss treatment, energy allocation, rejected-pair fate, sales-packaging inclusion, and every excluded process. |
Normative Boundary Rules
| rule_id | Applies to | Rule | source_ids |
|---|---|---|---|
boundary_gate_to_gate | foreground footwear manufacturing | Include receipt and internal handling of purchased inputs, upper cutting and sewing, on-site bottom-component manufacture when applicable, lasting, cementing or other declared sole attachment, finishing, inspection, and packing through conforming product at the plant gate. | afw-pefcr-v3-1-2025; oliver-footwear-manufacturing-2021; unido-ilo-footwear-1982 |
boundary_bom_and_losses | material and component accounting | Disaggregate manufacturing into declared steps and record the BOM input, manufacturing leftover, process loss, reject, and conforming output for each step; do not hide losses in a single yield factor when step data are available. | afw-pefcr-v3-1-2025 |
boundary_purchased_inputs | purchased materials and components | Keep each purchased input visible as an atomic product flow and link it to an upstream dataset; on-site manufacture is included only when the activity occurs inside the reporting boundary. | afw-pefcr-v3-1-2025; iso-14044-2006 |
boundary_exclusion_disclosure | exclusions and cut-offs | Report every excluded attributable flow, the reason, and the expected effect; missing data remain disclosed gaps and are not represented as zero. | afw-pefcr-v3-1-2025; iso-14044-2006 |
