1. Scope and Applicability
This PCR applies to CPC 3.0 code 28330: artificial fur in roll or made-up form and articles manufactured from artificial fur, except headgear. It covers synthetic-pile fabric formation and the finishing, backing, cutting, assembly, inspection, and packaging operations actually performed within the declared foreground boundary. Natural furskins, articles of natural fur, and headgear are outside scope. The manufacturer shall identify whether the reported output is artificial-fur fabric or a made-up article and shall disclose all included route steps.
