1. Scope and Applicability
This PCR covers factory-gate production of clothing accessories whose essential character is supplied by leather or composition leather, including belts, bandoliers worn as clothing accessories, suspenders or braces, leather ties, wrist straps, protective clothing sleeves, and non-sports gloves, mittens, or mitts. It applies to pattern preparation, material selection, cutting or clicking, splitting or skiving, folding, sewing, hardware attachment, conditional edge coating or polishing, inspection, and sales packaging for a declared accessory specification.
Sports gloves are excluded. Leather garments, footwear, luggage, handbags, wallets, purses, general-purpose straps, saddlery, headgear, articles of furskin or artificial fur, accessories whose essential character is textile or plastic, and regulated protective equipment outside the declared clothing-accessory function are also excluded. Tanning and finishing hides into supplied finished leather, producing composition-leather sheet, textiles, polymers, metal hardware, chemicals, electricity, fuels, and packaging remain upstream unless physically performed inside the reporting facility.
