1. Scope and Applicability
This PCR governs foreground data packages for the factory production of babies' garments and clothing accessories made from woven or otherwise non-knitted, non-crocheted textile fabric. Covered articles include infant shirts, trousers, dresses, sleepwear, outer garments, bibs and comparable textile clothing accessories when their defining construction is not knitted or crocheted. The foreground route begins with finished fabrics, interlining and trims received at the garment factory and ends with conforming sale-ready garments and accessories at the factory gate.
The PCR covers marker planning and cutting, sewing and assembly, conditional garment washing or other finishing, inspection, rework, and sale packaging. Upstream fibre, yarn, fabric, trim and packaging production must be linked through supplier-specific or representative upstream datasets. Distribution, retail, consumer use, laundering during use, repair, reuse and end-of-life are outside this factory-gate foreground boundary. Knitted or crocheted baby garments, footwear, toys, nappies, protective clothing, garments whose defining material is felt or nonwoven, and articles of leather, plastics or fur are excluded.
This is a production-data rule, not a claim that all products use every listed exchange. Each applicable material, trim, utility, waste and emission must be recorded as its own atomic exchange. A route-specific exchange may be absent only when the dataset declares the route condition and retains evidence that the exchange did not occur.
2. Product Category Identity
| Field | Value |
|---|---|

| classification_refs | CPC 3.0: 28235, exact |
| covered_products | Babies' garments and clothing accessories whose defining body material is woven or otherwise textile fabric that is not knitted or crocheted |
| excluded_products | Knitted or crocheted baby garments; footwear; toys; nappies; protective wear; felt or nonwoven garments; leather, plastics or fur apparel; upstream fabrics sold as fabrics |
| representative_product | A saleable infant garment produced by cutting and sewing finished woven fabric, with declared trims, finishing route and packaging |
| production_route | Receipt of finished fabric and trims; marker planning and cutting; sewing and assembly; conditional washing, pressing or dry finishing; inspection; packaging |
| market_state | Finished, conforming and sale-ready product at the garment factory gate; packaging reported separately from net garment mass |
3. Reference Flow
| Field | Value |
|---|---|
| What | Supply finished babies' garments or clothing accessories made from textile fabric that is not knitted or crocheted |
| How much | 1 kg net conforming product, excluding sale and transport packaging mass |
| How well | Sale-ready, quality-inspected product meeting the declared style, infant size, fibre composition, construction, finish, trim and regulatory specification |
| How long or cycle | One completed production batch or other declared representative production period ending at the factory gate |
| reference_flow_link | reference_baby_garment_output |
| Field | Value |
|---|---|
| Reference amount | 1 kg |
| Reference product flow | Babies' garments and clothing accessories, of textile fabric, not knitted or crocheted be638ef7-ac8c-4fde-a338-0535d81d5242 |
| Reference flow property | Mass 93a60a56-a3c8-11da-a746-0800200b9a66 |
| Reference unit group | Units of mass 93a60a57-a4c8-11da-a746-0800200c9a66 |
| Reference unit | kg |
| Required qualifiers | garment or accessory type; infant age and declared size, including whether the reference size is 68 cm when used; net mass per item; item count represented by 1 kg; fibre composition and mass shares; woven construction; lining, padding and interlining; trim and fastener specification; dyeing and finish state; garment washing, printing or embellishment route; factory geography; production period; packaging configuration and mass by material |
When constructing a foreground data package, every required qualifier must be declared in dataset metadata, process notes, the reference-flow comment, product description or an equivalent field. Missing qualifiers make the reference-flow definition incomplete.
4. Measurement and Unit Rules
| rule_id | Applies to | Required property | Required unit | Rule |
|---|---|---|---|---|
reference_net_mass | reference product | Mass 93a60a56-a3c8-11da-a746-0800200b9a66 | kg | Normalize all foreground exchanges to exactly 1 kg of net conforming garment or accessory output; exclude packaging, rejects and rework-in-process from reference mass. |
material_mass | fabrics, interlining, thread, trims, detergents, packaging and solid wastes | Mass | kg | Use calibrated scale, invoice, stock-issue or BOM records and reconcile issued, returned, incorporated, rejected and discarded mass for the same production period. |
product_count | assembly and sewing allocation | Number of items | item | Retain produced item count and net mass per item so unit-based assembly burdens can be converted transparently to the 1 kg reference flow. |
electricity_use | cutting, assembly, finishing and packaging electricity | Energy | kWh | Use process sub-metering where available; otherwise calculate from documented machine power and operating time and disclose the allocation basis. |
thermal_input | purchased steam used for pressing or wet finishing | Mass | kg | Record supplier meter or invoice mass and steam condition; do not combine steam with electricity or fuels. |
water_use | garment washing or wet finishing | Mass | kg | Meter supplied process water; if volume is measured, apply a documented density and temperature conversion. |
transported_packaging | sale and transport packaging | Mass | kg | Report each packaging material separately per 1 kg net product and do not add packaging mass to the reference product. |
5. System Boundary
| rule_id | Applies to | Rule | source_ids |
|---|---|---|---|
boundary_factory_operations | foreground garment production | Include receipt and internal handling of finished fabrics and trims, cutting, sewing, assembly, applicable finishing, inspection, rework, packaging, direct utilities, process wastes and direct releases through the factory gate. | afw-pefcr-3-1 |
boundary_upstream_linkage | purchased product inputs | Keep each purchased fabric, trim, chemical, utility and packaging material visible and connect it to a composition-, technology- and geography-appropriate upstream dataset; do not absorb upstream burdens into an undocumented aggregate. | ec-pef-2021-2279; afw-pefcr-3-1 |
boundary_conditional_finishing | washing, printing, embellishment and finishing | Include only the finishing operations actually performed at the reporting factory; declare absence explicitly and add one atomic exchange for every additional chemical, carrier, waste or direct emission used by an applicable route. | afw-pefcr-3-1; eu-textiles-bat-2022-2508 |
boundary_downstream_exclusion | distribution and use | Exclude distribution beyond the factory gate, retail, consumer care, repair, reuse and end-of-life from this foreground package; a cradle-to-grave study must add those stages outside this factory production dataset. | afw-pefcr-3-1 |
boundary_same_category_recursion | same-category garment inputs | Record purchased or transferred baby garments used as inputs as explicit product exchanges and link an upstream dataset; do not recursively recreate their production inside this foreground package unless the unit process is under the reporting operator's control. | ec-pef-2021-2279 |
Boundary Abstraction
| Field | Value |
|---|---|
| declared_starting_condition | Finished woven fabrics, interlining, sewing materials, trims and packaging materials are received at the reporting garment factory with declared composition, quantity, supplier and upstream dataset linkage. |
| starting_condition_role | factory-gate foreground input |
| product_classification_scope | Babies' garments and clothing accessories of CPC 3.0 class 28235; classification is evidence for scope and does not replace product qualifiers. |
| recursive_input_rule | Same-category garments or accessories crossing the boundary remain product inputs with an upstream dataset and are not expanded recursively unless produced in a controlled foreground unit process. |
| upstream_dataset_requirement | Use supplier-specific datasets where available; otherwise use a documented representative dataset matched to material form, fibre composition, manufacturing technology, geography and reference period. |
| disclosure | Declare BOM coverage, excluded operations, subcontracted steps, route-specific finishing, factory geography, allocation bases, data gaps, packaging configuration and all UUIDs withheld pending exact Tiangong identity confirmation. |
