1. Scope and Applicability

This PCR governs gate-to-gate foreground data packages for edible flour or meal made by cleaning, preparing, drying or conditioning, milling, sieving, and packing a declared non-cereal vegetable material. It covers single-botanical and declared blends that retain the market identity of CPC 3.0 subclass 23170, including root- and tuber-based flours such as cassava, sweet potato, taro, and yam flour and comparable powders made from other declared vegetables.

The PCR does not cover wheat or meslin flour, other cereal flour, groats and meal of cereals, starches or isolated starch fractions, oil-cake or flour and meal of oil seeds or oleaginous fruits, mustard flour, potato products assigned to another prepared-vegetable subclass, mixes or doughs, or compounded food and dietary-supplement powders. It also excludes live planting material assigned to CPC 01961 and cut flowers or flower buds assigned to CPC 01962. Agricultural cultivation, transport before receipt, distribution after the packed-product gate, use, and end of life are outside the foreground boundary and require separate upstream or downstream datasets when included in a study.

The representative route is fresh cassava root to unfermented, dried, milled, sieved, packed edible flour. Other botanical sources, wet or dry starting conditions, detoxification, blanching, fermentation, dewatering, solar drying, hot-air drying, and cold storage are declared route variants. The foreground data package must never substitute the representative cassava route for an actual product without declaring the botanical source and route.

When constructing a foreground data package, the items listed in Required qualifiers must be declared in dataset metadata, process notes, reference flow comment, product description, or an equivalent data package field. Missing required qualifiers make the reference flow definition incomplete for that data package.

boundary_gate_to_gateForeground boundaryInclude receipt through packed-product release, including preparation, conditioning, drying, milling, sieving, sanitation, internal rework, packaging, wastes, wastewater, and direct emissions.fao-save-and-grow-cassava-2013, olaniran-et-al-2017
boundary_complete_exchangesEvery included processCollect all known material, energy, product, co-product, waste, and elementary exchanges; a shared meter may be allocated only by a documented calculation rule.eu-pef-2021-2279
boundary_upstream_linksInputs before the receiving gateKeep cultivation, pre-gate processing, and transport outside the foreground process but link them through disclosed upstream datasets; do not assign zero burdens.eu-pef-2021-2279
boundary_product_routeProduct identityExclude starch extraction, oil extraction residues, cereal milling, mustard flour, mixes and doughs, and live or floral products assigned to CPC 01961 or 01962.un-cpc-3-23170
Allocation rules · 4
Rule IDApplies toRuleSource IDs
allocation_avoidShared foreground operationsAvoid allocation by submetering, batch segregation, or process subdivision whenever technically possible.eu-pef-2021-2279
allocation_reworkInternal coarse fraction or conforming flour returned to the same lotTreat internal rework as an internal loop without a co-product credit; retain the energy and material losses in the reference-product system.eu-pef-2021-2279
allocation_co_productSaleable peel, fibre, coarse meal, or other co-productIf subdivision is not possible, apply a documented physical relationship that reflects causality; dry-matter allocation is preferred for materially similar food/feed solids. If no defensible physical relationship exists, apply economic allocation and disclose prices, period, geography, and sensitivity.eu-pef-2021-2279
allocation_wasteWaste sent to treatmentAssign collection and treatment burdens to the reference-product system up to the declared boundary; do not create an avoided-product credit without a separately justified recovery model.eu-pef-2021-2279

validate_cassava_moistureCassava flour for direct human consumptionRequire measured release moisture <= 13% m/m unless a stricter destination requirement applies; for other botanical products require their applicable declared specification rather than silently applying the cassava limit.fao-who-cxs-176-1989
