1. Scope and Applicability
This PCR applies only to butter and other fats and oils derived exclusively from buffalo milk or buffalo-milk products. It covers buffalo-milk butter, dairy spreads, butterfat whether or not fractionated, anhydrous milkfat, butter oil, ghee, and other product forms within CPC 3.0 subclass 22242. The declared product form and production route determine which conditional processes apply.
Products derived from cattle milk (CPC 22241), milk of animals other than cattle or buffalo (CPC 22249), mixed-species milk, and products in which non-milk constituents replace milk constituents are outside scope. Codex CXS 279-1971, CXS 280-1973, and CXS 206-1999 support product identity and route distinctions; their composition, quality, contaminant, additive, and labelling limits are not default life-cycle inventory amounts.
The foreground data package covers the declared facility route from receipt of traceable buffalo milk, buffalo cream, or an eligible buffalo-milk intermediate through fat separation or concentration, finishing, packaging, storage, on-site utilities, cleaning, and waste or wastewater handling to the declared plant gate.
