1. Scope and Applicability

This PCR applies to finished liquid plant beverages made from vegetables, cereals, fruits, tubers, pulses, nuts, seeds, or pseudo-cereals that fall within the semantic residual category “other non-animal milk”. It covers plain, flavoured, sweetened, fortified, fermented, ambient-stable, and refrigerated variants when the declared reference product is a milk-like beverage released by the manufacturing facility.

It excludes coconut, almond, soy, rice, and oat milk when those products fall in their separately named categories; animal milk and dairy-containing blends; powdered or solid drink mixes; infant formula; spoonable fermented products; and foods in which the beverage is only an ingredient. Agricultural production and purchased ingredients, packaging, electricity, fuels, and waste-treatment services are linked through upstream or downstream datasets rather than recreated as foreground records.

The route must identify the actual plant species and ingredient form. A flow for one narrow beverage, such as oat, almond, soy, rice, coconut, or a sesame-pea protein formulation, must not be used as the reference product for this full residual category. No cross-category empirical amount range is specified because the verified sources do not provide at least two independent, boundary-compatible original datasets for the same broad scope.
