1. Scope and Applicability
This PCR applies to factory production of liquid or powder paints, varnishes, lacquers, primers, woodstains, performance coatings, and related formulated coating products classified under CPC 3.0 code 35110. It covers water-borne, solvent-borne, powder, one-component, multi-component, and on-site cooked varnish routes when the route is declared.
The foreground system produces a packaged, saleable coating at the factory gate. It includes formulation, dispersion or milling, let-down and tinting, conditional thermal cooking, quality control and rework, filtration, filling, packaging, equipment cleaning, direct releases, and on-site waste handling. Printing and writing inks, artists' colours, adhesives and sealants, paint removers, coating-application services, cured coatings on substrates, and upstream manufacture of pigments or binders as separate products are outside this PCR.
The reference amount supports production inventory and cradle-to-gate datasets. Comparisons based on coating service shall additionally convert product mass to a declared covered area, performance, maintenance cycle, and study period; the factory-gate reference amount alone does not assert functional equivalence.
