1. Scope and Applicability

This PCR governs foreground data packages for marketable fuel oils that fall in CPC 3.0 class 33370 and are not assigned to a more specific CPC fuel category. It covers refinery residual and heavy fuel oils, heavy gas oils sold as fuel, and qualifying blends of refinery residues, distillate cutter stocks, or other declared fuel components. It applies at the refinery or blending-facility gate before downstream transport, distribution, storage at the user, or combustion.

The PCR is route-neutral. A dataset must declare whether the product is obtained from primary separation, conversion residues, treating, blending of purchased components, or a combination. Marine, industrial, power-generation, and other market grades remain in scope only when the product identity satisfies CPC 33370; market-specific standards supplement, but do not replace, this category boundary.
