1. Scope and Applicability
This PCR applies to the production of complete non-household machinery, plant, or laboratory equipment whose principal function is to treat material by a temperature-changing operation such as heating, cooking, roasting, sterilising, pasteurising, steaming, drying, evaporating, vaporising, condensing, or cooling, and which is not classified in a more specific machinery category. It supports a foreground manufacturing data package and downstream process or lifecyclemodel projections.
The category is residual. It excludes industrial or laboratory furnaces and ovens classified separately; non-household refrigerating/freezing equipment and heat pumps; air-conditioning machines; distilling or rectifying plant; heat-exchange units; machinery for liquefying air or gas; non-electric water heaters; domestic appliances; parts supplied separately; and special-purpose thermal machinery classified by the industry or material it processes. A data producer shall document why the declared product remains in this n.e.c. boundary.
The default foreground gate covers purchased materials and components entering the manufacturing site through fabrication, assembly, surface preparation where performed onsite, factory acceptance testing, and release of the complete unpackaged machine at the factory gate. Installation, external transport packaging, distribution, use, maintenance, working-fluid charging performed after the factory gate, and end-of-life are outside this production gate unless the declared study explicitly expands the boundary. Downstream life-cycle models shall add those stages when their goal requires them.

3. Reference Flow
| Field | Value |
|---|---|
| What | Provide the declared treatment of a specified material by a specified temperature-changing operation. |
| How much | The declared rated material throughput or batch capacity and operating duty delivered by 1,000 kg net dry mass of complete machinery. |
| How well | Meet the declared inlet and outlet temperatures, temperature control tolerance, throughput or batch capacity, product-quality requirement, energy carrier, and applicable acceptance-test criteria. |
| How long or cycle | The declared reference service life in years and operating hours or cycles; the factory-gate inventory is normalized to the 1,000 kg machinery reference flow and the service profile is mandatory for downstream use-stage comparison. |
| reference_flow_link | 1,000 kg net dry mass of the complete machine required to provide the declared function; item counts are converted using measured net dry mass per accepted machine. |
| Field | Value |

When constructing a foreground data package, the items listed in Required qualifiers must be declared in dataset metadata, process notes, reference flow comment, product description, or an equivalent data package field. Missing required qualifiers make the reference flow definition incomplete for that data package.

7. Allocation and Co-product Handling
| rule_id | Applies to | Rule | source_ids |
|---|---|---|---|
allocation_01 | dedicated product operations | Avoid allocation by using dedicated meters, batch records, work orders, and subdivision of independently measurable operations. | eu-recommendation-2021-2279-pef |
allocation_02 | shared site utilities and operations | When subdivision is not possible, allocate shared burdens with a documented physical causal driver such as metered energy, cutting time, welding time, test duration, or machine-hours. Use mass only when it reasonably represents causality and disclose a sensitivity check for material shared burdens. | eu-recommendation-2021-2279-pef |
allocation_03 | scrap and wastewater | Report scrap and wastewater at the foreground boundary without avoided-burden credits. Model treatment, recycling, recovered material, and any substitution consistently in the downstream system and prevent double counting with upstream recycled-content datasets. | eu-recommendation-2021-2279-pef |

System boundary rules · 4
| Rule ID | Applies to | Rule | Source IDs |
|---|---|---|---|
boundary_01 | foreground manufacturing | Include cutting/forming, joining, assembly, onsite cleaning or surface preparation, factory acceptance testing, inspection, and direct wastes and emissions when those operations occur at the reporting site. | eu-recommendation-2021-2279-pef |
boundary_02 | purchased inputs | Represent upstream production and delivery of every purchased input with linked datasets; a foreground gate shall not turn purchased components or energy into burden-free inputs. | eu-recommendation-2021-2279-pef |
boundary_03 | excluded downstream stages | Keep installation, distribution, use, maintenance, and end-of-life outside the default factory-gate dataset, but disclose the exclusion and add the stages in downstream models when required by the study goal. | eu-recommendation-2021-2279-pef |
boundary_04 | residual category identity | Demonstrate that the product's principal function is material treatment by temperature change and that no more specific excluded machinery category applies. | un-cpc-3-0-structure-2025, un-cpc-3-0-explanatory-notes-2025, eu-regulation-2025-392 |
Allocation rules · 3
| Rule ID | Applies to | Rule | Source IDs |
|---|---|---|---|
allocation_01 | dedicated product operations | Avoid allocation by using dedicated meters, batch records, work orders, and subdivision of independently measurable operations. | eu-recommendation-2021-2279-pef |
allocation_02 | shared site utilities and operations | When subdivision is not possible, allocate shared burdens with a documented physical causal driver such as metered energy, cutting time, welding time, test duration, or machine-hours.
Validation rules · 6
| Rule ID | Applies to | Rule | Source IDs |
|---|---|---|---|
validation_01 | category and reference flow | Confirm the machine is complete, non-household, principally treats material by temperature change, is not in an excluded specific category, and declares every required qualifier before accepting the reference flow. | un-cpc-3-0-structure-2025, un-cpc-3-0-explanatory-notes-2025, eu-regulation-2025-392 |
validation_02 | process and exchange completeness | Confirm every included site operation and every atomic exchange card has a status, amount basis, evidence kind, and route explanation; reconcile purchases, meters, wastes, and accepted production. | eu-recommendation-2021-2279-pef |
validation_03 | mass normalization | Confirm accepted net dry product mass is positive and all reported amounts are normalized to exactly 1,000 kg without including transport packaging, loose tools, or test material in reference-product mass. | |
validation_04 | conditional test and cleaning routes | Natural gas, diesel, process water, sodium hydroxide, cleaning wastewater, and direct combustion emissions shall be mutually consistent with declared onsite operations and test logs; unsupported zeroes or route substitutions fail validation. | |
validation_05 | direct emissions | Confirm fossil carbon dioxide excludes upstream energy emissions, captured dust is not reported as an elementary emission, and NOx species and compartment are not replaced by a non-equivalent UUID. | |
validation_06 | UUID identity | Recheck UUID, state, English and Chinese baseName, flow type, classification, property, unit group, product state, geography, technology, and generalComment. Keep steel_sheet, reference_product, and nitrogen_oxides_to_air explicitly unresolved until exact state-100 identities are verified. |
