1. Scope and Applicability
This PCR covers unpackaged wire of iron or non-alloy steel manufactured from received hot-rolled wire rod by pretreatment, cold drawing, and the heat-treatment or finishing operations actually used. Uncoated wire, zinc-coated wire, wire coated with another declared base metal, and other wire within the declared product identity are included when the foreground data package identifies the exact route and product state. The official HS breakdown is used only to interpret the states contained within the CPC identity; it does not create separate PCR identities.
The foreground boundary begins when wire rod is received at the wire-manufacturing site and ends when conforming finished wire is released at that site's gate before reels, pallets, wrapping, transport, use, downstream fabrication into articles, and end-of-life. Production of wire rod and every other purchased input remains upstream and requires qualified background data. Stainless-steel wire, alloy-steel wire, insulated electrical wire, stranded wire, wire rope, welded mesh, fencing, nails, springs, and other fabricated articles are excluded.
