1. Scope and Applicability
This PCR applies to gate-to-gate production of fire-refined unrefined copper and copper anodes intended for subsequent electrolytic refining. The foreground boundary begins with declared blister copper or copper scrap at the fire-refining gate and ends with net conforming unrefined copper or copper anodes at the producer gate. Primary-feed and secondary-feed routes are covered only when feed state, copper assay, impurity profile, and upstream dataset are declared.
Included operations are charge receipt, melting where required, oxidation, reduction or poling, slag removal, anode-furnace off-gas handling, and anode casting and cooling when anodes are produced. Ore and concentrate production, roasting, matte smelting, converting before the declared feed gate, electrolytic refining, cathode production, semi-fabrication, downstream transport, use, and end-of-life are excluded. The semantic boundary follows ec-jrc-nfm-bref-2017, with independent primary-route corroboration from us-epa-ap42-primary-copper-smelting-1986.
