1. Scope and Applicability
This PCR applies to gate-to-gate production of saleable stainless-steel flat-rolled products whose declared market state has undergone at least one operation beyond the state described merely as hot-rolled or merely as cold-rolled. The foreground boundary begins with receipt of a declared stainless-steel flat-rolled feed and ends with the inspected, further-worked product at the producer gate. The data package shall identify the actual sequence of annealing, pickling, cold reduction, temper or skin-pass rolling, mechanical surface finishing, cutting or slitting, protective-film application, and packing operations at the reporting site, and shall identify the post-rolling operation that establishes the further-worked state. Primary cold reduction by itself does not establish that state.
The PCR does not cover primary stainless-steel melting, casting, or production of the incoming flat-rolled feed unless those processes are separately linked through upstream datasets. It excludes bars, rods, wire, sections, tubes, fabricated articles, non-stainless flat-rolled steel, and stainless-steel flat-rolled products whose declared market state is only hot-rolled or only cold-rolled. Product use and end-of-life are outside this gate-to-gate rule.
