1. Scope and Applicability

This PCR governs foreground manufacturing data packages for finished parachutes and factory-complete parachute assemblies classified as CPC 3.0 code 27170. It covers personnel, emergency, reserve, cargo, extraction, deceleration, and drogue configurations only when the data package declares the actual product type and configuration. The foreground starts with qualified purchased materials and components at the manufacturing site and ends with a released, packed factory-gate product.

The PCR does not cover paragliders, kites, sails, tents, parachute-operation services, repacking or maintenance services, or fabric, cord, webbing, harness, container, and hardware components sold under a separate product identity. It does not authorize averaging unlike parachute types or material systems without traceable production records.

Required qualifiersparachute use class and type; canopy geometry and nominal size; canopy fibre, construction, coating, and finish; suspension-line material and type; line trim or declared line configuration; webbing material; included harness, container, deployment-device, and connector-hardware configuration; minimum and maximum operating mass where applicable; maximum pack-opening speed where applicable; applicable certification or standard; release inspections and functional tests; service-life or removal limits; included accessories; packaging inclusion and tare; manufacturing site; geography; production period; allocation basis

When constructing a foreground data package, the items listed in Required qualifiers must be declared in dataset metadata, process notes, reference flow comment, product description, or an equivalent data package field. Missing required qualifiers make the reference flow definition incomplete for that data package.

boundary_foreground_operationsforeground_system_boundaryInclude receipt inspection, layout and cutting, sewing, suspension-line and webbing operations, connector-hardware and deployment-component integration when performed on site, final inspection, functional release, packing, direct electricity, and separately measured material losses and rejects.faa-parachute-rigger-handbook-2015
boundary_upstream_textilesforeground_system_boundaryTreat purchased fibre, fabric, thread, webbing, cord, dyeing, coating, and finishing as upstream background links unless the operation occurs at the reporting site; preserve the actual textile material and wet-processing route in supplier metadata.jrc-textiles-bref-2023
boundary_configuration_separationforeground_system_boundaryKeep personnel, cargo, extraction, deceleration, drogue, canopy-shape, fibre-system, coating/finish, and included-assembly configurations separate unless production-weighted foreground records support aggregation.faa-parachute-rigger-handbook-2015, eu-environmental-footprint-2021
boundary_downstream_exclusionforeground_system_boundaryExclude transport after the factory gate, installation, packing for use, deployment, repacking, inspection during service, repair, and end-of-life from this manufacturing foreground; retain operating and service-life limitations as product metadata.faa-parachute-rigger-handbook-2015
boundary_same_category_inputforeground_system_boundaryRecord a purchased finished parachute or complete same-category assembly as a single technosphere input and disclose its included mass; do not count its internal materials again.iso-14044-2006
Allocation rules · 4
Rule IDApplies toRuleSource IDs
allocation_avoidforeground_burden_allocationPrefer process subdivision, dedicated meters, and configuration-specific material records so that allocation is avoided.iso-14044-2006, eu-environmental-footprint-2021
allocation_shared_electricityforeground_burden_allocationAllocate a shared electricity meter by measured machine time, submetered load, or another documented causal driver; use output mass only when causality is demonstrated and report a sensitivity check for material shared loads.iso-14044-2006
allocation_configuration_familiesforeground_burden_allocationAllocate shared operations among configuration families using production records that preserve the declared product type and configuration; do not use an unweighted average across unlike parachutes.eu-environmental-footprint-2021
allocation_rework_and_scrapforeground_burden_allocationInternal rework returned to the same lot is not a second product. Record saleable co-products separately and allocate by a documented physical relationship where feasible; do not apply an avoided-burden credit inside the foreground inventory.iso-14044-2006

validate_reference_identityforeground_dataset_conformanceThe reference output must be Product flow 887e7332-42b2-496b-aea3-0e9308ff8f17, classified as CPC 27170, with Mass 93a60a56-a3c8-11da-a746-0800200b9a66, Units of mass 93a60a57-a4c8-11da-a746-0800200c9a66, and unit kg.
validate_reference_amountforeground_dataset_conformanceThe quantitative reference must equal exactly 1 kg net unpackaged accepted parachute output.
validate_required_qualifiersforeground_dataset_conformanceEvery required qualifier in section 3 must be present or explicitly marked not applicable with a product-specific justification.
validate_scope_and_configurationforeground_dataset_conformanceProduct classification, use class, type, configuration, included components, and production route must match the declared data package; unlike configurations must not be silently averaged.
validate_atomic_inventoryforeground_dataset_conformanceEach inventory card must represent one concrete atomic exchange; collection labels, flow selectors, and combined alternatives are invalid.
validate_foreground_recordsforeground_dataset_conformanceEvery non-reference amount must be supported by the linked foreground collection protocol; no AI-authored range or generic default may replace a missing record.
validate_boundary_linksforeground_dataset_conformanceEvery purchased material, component, utility, and packaging exchange must link to a suitable upstream dataset or carry an explicit unresolved dataset gap; on-site and off-site operations must not be double counted.
validate_mass_balanceforeground_dataset_conformanceMaterial-family balances must include issued mass, returns, accepted-product incorporation, internal reuse, and outgoing waste, with residuals investigated and disclosed.
validate_energy_reconciliationforeground_dataset_conformanceElectricity must reconcile to meter records and any shared-meter allocation must state the causal driver and denominator.
validate_release_evidenceforeground_dataset_conformanceAccepted output must link to release, inspection, functional-test, mass, lot, and configuration evidence for the declared product.
