1. Scope and Applicability
This PCR governs foreground data packages for nonwoven sheets, webs and batts classified as CPC 27922. A covered product is manufactured from directionally or randomly oriented fibres or filaments and consolidated by friction, cohesion or adhesion rather than weaving or knitting. Covered routes include drylaid carded webs, airlaid and wetlaid webs, spunbond, meltblown and declared combinations, followed by mechanical, thermal or chemical bonding and any finishing that does not move the product outside CPC 27922.
The foreground gate begins with purchased polymer granulate, staple fibre, pulp or another declared fibre-forming feed at the nonwoven facility. It includes actual feedstock preparation, web formation, consolidation, route-specific washing or finishing, drying, slitting, winding, inspection and packaging performed at that facility. Each fibre or polymer composition, recycled-content basis, formation route, bonding route, finish, multilayer construction, basis-weight class and production line must remain identifiable. Aggregation is allowed only after a representativeness review.
Fibre and polymer production before receipt, transport outside the facility gate, manufacture of finished wipes, garments, filters, hygiene articles, medical devices, geotextile systems or other converted articles, distribution, use and end-of-life are outside the foreground boundary. Felt, wadding, paper, woven, knitted, tufted and stitch-bonded products that do not meet the declared nonwoven definition are excluded. A coated, impregnated, covered or laminated material is covered only when its classification remains CPC 27922 and the added layer and process are fully disclosed.

When constructing a foreground data package, the items listed in Required qualifiers must be declared in dataset metadata, process notes, reference flow comment, product description, or an equivalent data package field. Missing required qualifiers make the reference flow definition incomplete for that data package.
The reference flow UUID was returned by flow-hybrid-search and independently confirmed by a Tiangong state-code-100 direct read as a public Product flow classified exactly as CPC 27922 with Mass as its reference property.
