1. Scope and Applicability
This PCR applies to saleable knitted or crocheted fabric classified in CPC 3.0 class 28190, whether supplied greige, pretreated, dyed, printed, coated, laminated, heat-set, or otherwise finished. It covers fabric formation by knitting or crocheting and every producer-operated preparation, coloration, finishing, inspection, and on-site wastewater-treatment step needed to place the declared fabric lot at the factory gate.
Pile fabrics and terry fabrics classified in CPC 28110, woven or nonwoven fabrics, yarn, made-up textile articles, wearing apparel, and downstream cutting and sewing are excluded. Fibre and yarn production are upstream unless performed inside the reporting site and explicitly added as separate processes. A dataset shall declare the exact fibre composition, yarn form, knit or crochet construction, fabric width and areal density, finish state, coloration route, and moisture basis so that a greige intermediate is not represented as a category-wide finished fabric.
