1. Scope and Applicability

This PCR governs production of foreground data packages for finished men's or boys' knitted or crocheted suits, suit-type ensembles, coats, jackets, blazers, trousers, breeches, and shorts covered by CPC 28221. It applies to saleable garments of declared design, fibre composition, size range, construction, colour, finish, and component configuration at the manufacturing gate.

The representative foreground route begins with finished 65% polyester/35% cotton weft-knitted shell fabric and other purchased components delivered to the garment manufacturer. It includes material receipt, spreading and cutting, sewing and assembly, conditional garment-stage wet processing, final inspection, packaging, and the wastes generated by these operations. Fibre, yarn, knitting, fabric dyeing and finishing, purchased electricity and steam, packaging manufacture, inbound transport, and off-site treatment remain linked upstream services unless they are under the declared operator's direct control.

The fixed representative material route makes every inventory card physically specific; it does not prescribe a composition for all covered products. A data package for another declared bill of materials shall replace or add material-specific atomic cards without combining fabrics, trims, utilities, chemicals, packaging, wastes, or emissions. Distribution, retail, consumer use and care, reuse, and end-of-life are outside this manufacturing foreground package and may be connected in a downstream lifecycle model.

Excluded products include woven or otherwise non-knitted/non-crocheted garments; shirts, underwear, sleepwear, T-shirts, sweaters and cardigans; women's or girls' garments; babies' garments; track suits, ski suits and swimwear; leather, fur, plastics-only, felt, nonwoven, or coated-fabric apparel; clothing accessories; and knitted or crocheted fabric sold as an intermediate product.
