1. Scope and Applicability
This PCR applies to foreground production of finished men's or boys' suits, coats, jackets, trousers, shorts, and similar outer or tailored garments made from textile fabric that is not knitted or crocheted. It covers cut-and-sew manufacture from received woven shell fabric and declared garment components through cutting, sewing, conditional garment wet processing, pressing, inspection, and sale packaging at the manufacturing gate.
The data package shall distinguish garment type, intended wearer group, reference size or size mix, fibre composition of every textile component, fabric construction and finish, lining and interlining, trim set, garment wet-processing route, production geography, and whether sale packaging is included. Upstream fibre, yarn, weaving, fabric dyeing, and fabric finishing remain upstream datasets unless performed inside the reporting facility; distribution, retail, consumer care, repair, reuse, and end of life are outside this foreground manufacturing dataset.
Products knitted or crocheted, fur apparel, women's or girls' garments, shirts and underwear, apparel accessories, footwear, and separately sold textile fabric are excluded. Protective garments may use this PCR only when their specialised protective performance and conformity requirements are represented by additional product-specific rules.

| How much | 1 kg net mass of conforming finished garment |
| How well | Sale-ready and conforming to the declared style, size specification, bill of materials, construction, finish, performance requirements, and final quality-control criteria |
| How long or cycle | One completed manufacturing batch; consumer service life and care cycles are not included in this foreground production reference |
| reference_flow_link | The functional unit is realised by the single reference product flow below, normalised to 1 kg net finished-garment mass |
| Field | Value |
|---|---|
| Reference amount | 1 kg |
| Reference product flow | Men's or boys' suits, coats, jackets, trousers, shorts and the like, of textile fabric, not knitted or crocheted 039191b4-8865-4c2e-83b4-afd3f17435c3 |
| Reference flow property | Mass 93a60a56-a3c8-11da-a746-0800200b9a66 |
| Reference unit group | Units of mass 93a60a57-a4c8-11da-a746-0800200c9a66 |

| Required qualifiers | garment type; men's or boys' designation; reference size or production size mix; net finished mass; shell fibre composition; shell fabric construction and finish; lining, interlining, pocketing and trim composition; colour; garment wet-processing route; facility and country; production period; sale-packaging inclusion |
When constructing a foreground data package, the items listed in Required qualifiers must be declared in dataset metadata, process notes, reference flow comment, product description, or an equivalent data package field. Missing required qualifiers make the reference flow definition incomplete for that data package.
4. Measurement and Unit Rules
| rule_id | Applies to | Required property | Required unit | Rule |
|---|---|---|---|---|
reference_mass | Reference product | Mass 93a60a56-a3c8-11da-a746-0800200b9a66 | kg | Determine net mass after all declared finishing and conditioning and before sale packaging unless packaging is explicitly part of the studied product; normalise all foreground exchanges to 1 kg conforming product. |
bom_mass_basis | Shell, lining, interlining, pocketing, thread, fasteners, labels, and bonding inputs | Mass | kg | Use issue, return, and stock-change records by atomic BOM item. Report fibre or material composition separately; do not replace BOM mass with nominal fabric area without a documented area-to-mass conversion. |
packaging_mass_basis | Each sale-packaging component | Mass | kg | Weigh or calculate each packaging material separately per packed output; do not combine polybag, carton, hangtag, or tape into one packaging flow. |
energy_measurement | Electricity | Energy | kWh | Use process submeter readings where available; otherwise allocate facility meter consumption using documented machine operating time and rated-load evidence for the reporting period. |
thermal_measurement | Purchased steam and hot water | Energy | MJ | Preserve measured supplier units and convert to MJ using documented enthalpy, temperature, pressure, or meter factors; keep steam and hot water as separate exchanges. |
fuel_measurement | Natural gas and diesel fuel | Energy or mass | MJ or kg | Record each fuel separately from invoices, tank or meter records, and stock changes; do not combine fuels into an energy-carrier total. |
water_measurement | Process water | Mass | kg | Use inlet meter readings or batch records and disclose water source and treatment grade. |
refrigerant_balance | Refrigerant R-410A | Mass | kg | Calculate charged or emitted refrigerant from opening stock plus purchases minus closing stock and recovered quantities; do not substitute equipment charge capacity for measured annual loss. |
production_period | All foreground exchanges | Time | reporting period | Use one internally consistent production period, reconcile output, rework, rejects, and inventory change, then normalise only after reconciliation. |
5. System Boundary
Boundary Abstraction
| Field | Value |
|---|---|
| declared_starting_condition | Woven shell fabric and each declared lining, interlining, pocketing, thread, fastener, label, bonding, chemical, utility, and packaging input are received at the garment-manufacturing facility with supplier and BOM identity available. |
| starting_condition_role | Gate-to-gate foreground starting condition for cut-and-sew garment manufacture; upstream burdens arrive through linked product datasets. |
| product_classification_scope | Finished men's or boys' suits, coats, jackets, trousers, shorts, and similar garments of textile fabric that is not knitted or crocheted. |
| recursive_input_rule | If an input is itself a finished garment within this category, record it as a separate input with its own upstream dataset and disclose the operation performed; do not recursively treat it as newly manufactured reference output. |
| upstream_dataset_requirement | Provide traceable upstream datasets for every material, chemical, fuel, electricity, steam, hot-water, refrigerant, and packaging input, matched to composition, geography, technology, and time as closely as available. |
| disclosure | Declare integrated versus outsourced operations, wet-processing recipes, fuel and utility sources, allocation methods, rejected and reworked output, waste destinations, direct emissions, packaging inclusion, and all data gaps or proxies. |
| rule_id | Applies to | rule | source_ids |
|---|---|---|---|

boundary_04 | capital_goods | Exclude buildings and production equipment unless the study goal explicitly requires them; disclose the exclusion consistently for all compared datasets. | daystar-2024-cotton-apparel-dlca |
Allocation rules · 6
| Rule ID | Applies to | Rule | Source IDs |
|---|---|---|---|
allocation_01 | independently_meterable_processes | Avoid allocation by subdividing cutting, sewing, wet processing, pressing, inspection, rework, and packing wherever separate material or utility records are available. | ec-pef-method-2021, afw-pefcr-2025 |
allocation_02 | shared_materials | Assign shell, lining, interlining, pocketing, thread, fasteners, labels, bonding media, chemicals, and packaging using style-specific issue, return, and stock-change records; do not allocate a combined material total. | afw-pefcr-2025 |
allocation_03 | shared_electricity | Use submetered kWh; if unavailable, allocate only the shared electricity remainder by documented machine operating time multiplied by rated or measured load, then disclose the unmetered share. | afw-pefcr-2025 |
allocation_04 | shared_thermal_energy | Allocate steam or hot-water energy by process heat meters or measured batch demand; if unavailable, use documented equipment time and thermal duty, keeping steam and hot water separate. | afw-pefcr-2025 |
allocation_05 | rework_and_rejects | Retain burdens of rework and irreparable rejects in the reporting period denominator and normalise them over conforming output; report reject mass and destination separately and do not treat rejects as co-products. | afw-pefcr-2025 |
allocation_06 | cutting_offcuts | Report textile cutting offcuts as waste output by composition and destination. Do not grant an avoided-product credit inside this foreground dataset; any recycling benefit or burden belongs to the declared downstream treatment model. | ec-pef-method-2021, afw-pefcr-2025 |
Validation rules · 9
| Rule ID | Applies to | Rule | Source IDs |
|---|---|---|---|
validation_01 | reference_flow | The reference output shall use UUID 039191b4-8865-4c2e-83b4-afd3f17435c3, Mass 93a60a56-a3c8-11da-a746-0800200b9a66, Units of mass 93a60a57-a4c8-11da-a746-0800200c9a66, and kg, with every required qualifier declared. | unsd-cpc-3-28231 |
validation_02 | product_scope | Reject datasets for knitted or crocheted garments, fur apparel, women's or girls' garments, shirts or underwear, accessories, footwear, or fabric sold as material. | unsd-cpc-3-28231 |
validation_03 | atomic_inventory | Every inventory card shall contain one selected exchange. Reject combined utilities, fuels, chemicals, packaging, waste, or emission labels and require a separate row for each actual exchange. | afw-pefcr-2025 |
validation_04 | mass_balance | Require reconciled style- and batch-specific material balance. Investigate unexplained residuals and verify that conforming output, rework, rejects, cutting offcuts, and stock changes are not double counted. | afw-pefcr-2025 |
validation_05 | conditional_processes | If garment washing, dyeing, bleaching, softening, rinsing, printing, embroidery, coating, or dry treatment occurs, require the corresponding process, atomic input, waste, and emission records or an explicitly linked outsourced dataset. | afw-pefcr-2025, lindkvist-2024-circular-garment-lca |
validation_06 | energy_and_fuels | Require electricity, purchased steam, hot water, natural gas, and diesel to remain separate, with location and supply basis disclosed and no double counting of on-site fuel and purchased heat. | ec-pef-method-2021, afw-pefcr-2025 |
validation_07 | packaging | Require LDPE polybag, corrugated carton, paper hangtag, polypropylene tape, and any additional packaging actually used to be recorded as separate atomic rows; verify whether packaging is excluded from net product mass. | afw-pefcr-2025 |
validation_08 | direct_emissions | Where fuel combustion, volatile chemicals, wastewater treatment, or refrigerant servicing occurs, require pollutant-specific direct emissions calculated from collected activity data or measured directly, with factor provenance and compartment disclosed. | ec-pef-method-2021 |
validation_09 | data_quality | Fail completeness when temporal coverage, facility coverage, calibration evidence, BOM coverage, allocation basis, proxy disclosure, or waste destination is missing. | afw-pefcr-2025 |
