1. Scope and Applicability
This PCR governs factory-gate foreground data production for accepted finished hats, textile headgear and hair-nets within CPC 28262. It covers products made by blocking a felt body, sewing or otherwise assembling plaited strips, knitting or crocheting yarn, and cutting and assembling lace or other textile fabric in the piece. The declared route may combine these constructions.
The boundary starts with the purchased material state declared by the data producer and ends with accepted finished headgear prepared for dispatch. It includes in-house body formation, cutting, blocking, wet finishing, sewing, trimming, inspection and packaging when performed. Upstream production of purchased yarn, fabric, felt bodies, plaits, chemicals, utilities and packaging is represented by compatible upstream datasets rather than recreated inside the foreground inventory.
Hat forms, bodies and hoods sold as unfinished products under CPC 28261 are outside the finished-product reference flow. Safety headgear, plastics or rubber headgear, asbestos headgear, parts and foundations classified outside CPC 28262, fur-only headgear, exceptional one-off heritage pieces, distribution, use and end-of-life are excluded. A broader study may add those life-cycle stages without changing this factory-gate reference flow.
