1. Scope and Applicability
This PCR governs foreground data packages for rice seed produced for sowing. It covers multiplication of declared parent seed, field production, harvest, drying, cleaning and grading, lot testing and release, optional seed treatment, packaging, and storage up to the producer or processor dispatch gate. The concrete data package shall identify the production geography, crop year, variety or hybrid, seed generation or class, certification or quality-assurance scheme, treatment state, packaging state, and release criteria.
Rice grain produced for food, feed, milling, brewing, or other non-sowing uses is outside scope. Milled rice, rice bran, rice husk sold as a separate product, seedlings and transplants, and genebank accessions maintained primarily for conservation are outside scope. Downstream commercial rice cultivation after the seed leaves the dispatch gate is outside the foreground boundary.
