1. Scope and Applicability
This PCR covers commercial production of fresh green chillies and peppers of Capsicum and Pimenta species from direct seeding or transplant establishment through crop management, irrigation, nutrient and crop-protection applications, harvest, grading, optional washing and cooling, primary packing, and hand-off at the declared farm gate or pack-house gate. It covers open-field and protected-cultivation routes when the production route, fruit type, and crop cycle are declared. Seeds, nursery production, dried fruit, sauces, pickles, frozen or cooked products, retail, consumer storage, and consumption are excluded. Primary packing, washing, cooling, and purchased transport are included only when they occur before the declared gate.
Fresh fruit colour and maturity must be declared; fresh red/yellow sweet peppers are not excluded merely by colour. The CPC commodity label green does not impose an immature-green-only quality condition. UNECE FFV-28 supplies fresh Capsicum annuum sweet-pepper quality context, not a Pimenta production method. Pimenta dioica is a perennial tree (Kew); no covered perennial species may be represented as annually re-established by default. Use the reference UUID only when its actual species/state/gate matches the chosen lot; otherwise resolve a compatible product identity.
2. Product Category Identity

| Required qualifiers | production geography; open-field or protected route; Capsicum or Pimenta species or cultivar group; seed or transplant establishment; planting date; crop cycle and harvest rounds; declared gate; declared fresh maturity and colour; fruit size, firmness, and grade; irrigation source and method; nutrient product and nutrient basis; crop-protection program; washing and cooling state; packaging state; residue and reject fate |
When constructing a foreground data package, the items listed in Required qualifiers must be declared in dataset metadata, process notes, reference flow comment, product description, or an equivalent data package field. Missing required qualifiers make the reference flow definition incomplete for that data package.
This reference UUID denotes the fresh, unprocessed farm-gate product. Verify actual species, product state and handoff before applying the binding. An independent pack-house, further-processed or otherwise incompatible output requires separately verified identity and must not inherit this UUID. Identity verification does not change the actual system boundary or quantity-normalization requirements of this PCR.
4. Measurement and Unit Rules
| rule_id | Applies to | Required property | Required unit | Rule |
|---|---|---|---|---|
reference_green_pepper_mass | marketable fruit and harvest records | Mass | kg | Keep gross harvested fruit, marketable green fruit, unmarketable fruit, trimming, foreign material, and field residue as separate measured or calculated quantities. |

Urea fertilizer (crop_establishment_agricultural_nutrient_inputs_urea)
Collection scope and applicability for crop_establishment_agricultural_nutrient_inputs. The following concrete identities have separate cards and apply only when use or generation is evidenced inside the original process scope. They are not mandatory inputs or a default recipe. Document non-use; missing records are not zero. Add a separate concrete card for any other actual material instead of substituting one of these names or UUIDs. Preserve attribution and boundaries and avoid double counting components included in outsourced services.
Collect each fertilizer product separately. Preserve each actual product identity, quantity, formulation, nutrient composition, application event, and allocation; do not count a compound product more than once. Raw activity or stage basis: per 1,000 kg marketable fresh green fruit attributed to the same crop cycle.
Confirm identity, grade, state and unit from equipment, supplier and contemporaneous measurements; the product UUID does not establish actual use or upstream-provider compatibility. Count physical product mass once and retain moisture, N/P/K composition and application events; nutrient quantities are calculated attributes, not additional purchases of the same product. Give unlisted compound and organic fertilizers separate cards identified by formulation or feedstock.

Final exchange mass is kg NO3-; retain N-based activity, factors and screens in a separate ledger. Convert only the mass of N attributed to this chemical species by 62/14 exactly once, then normalize once to the accepted reference output. Do not treat total nutrient balance, soil retention or unexplained deficit as this release. Record each actual receiving compartment separately. Any gas-volume record requires its measured temperature, pressure and a supported mass conversion; it is not interchangeable with compound mass.

For a perennial route, record establishment and non-bearing years, each productive harvest period, replacement and termination. Do not repeat establishment each year. Allocate inherited establishment and shared services over documented productive output/service periods, carrying stock and unharvested production consistently. Use measured output and an explicit allocation key, not an invented universal lifetime, annual yield or plant mass. Link establishment land occupation and maintenance occupation to disjoint periods; document actual land transformation separately. Missing stand-period/output evidence prevents a complete perennial dataset.
7. Allocation and Co-product Handling
| rule_id | Applies to | Rule | source_ids |
|---|---|---|---|
allocation_single_crop_cycle | inputs and emissions shared by fields or protected units | Allocate shared inputs and emissions to the represented crop cycle using measured area, operating time, or mass output; document the selected driver and do not allocate by unrecorded assumptions. | fao-56-crop-evapotranspiration-1998 |
allocation_marketable_and_reject_outputs | harvest, grading, and gate preparation | Keep marketable green fruit, unmarketable fruit, trimming, and residue as separate outputs. Apply the declared allocation or treatment rule only when a reject has a documented productive use; otherwise retain it as waste or residue. | codex-fresh-fruits-vegetables-2003 |
Concrete cards do not inherit numerical ranges from the former aggregate card. Determine quantities from original records, stock/meter reconciliation and the declared reference flow; no default quantity or numeric screen is supplied without evidence matching the identity, unit, period and boundary. Missing range evidence is a quality disclosure, not zero use or proof of completeness.
8. Foreground Data Collection, Calculation, and Quality Rules
Specific input identification before dataset completion
Identify the actual input for this operation from supplier specifications, equipment and primary records. This is a mandatory collection requirement, not an exchange. Before dataset completeness, represent each used material, formulated product, carrier or independently purchased service by one physically specific card with its native quantity/property; confirm a compatible UUID, or retain an explicit unresolved identity and do not claim a fully linked dataset. Do not substitute a conditional example for an unknown actual input, invent a recipe, omit required use or infer zero from missing records. Attribute shared use, reusable assets and inclusive services once; preserve the original stage/period and measured throughput link to final reference output. The former aggregate range is not a component limit or consumption default.

Original quantity method: Allocate the packaging burden by documented trips, service life, return rate, and the marketable fruit carried. |
Retain raw site, lot, cycle and stage quantities and denominators in each collection protocol. Reconcile stocks, losses, moisture and co-product attribution first, then normalize: normalized exchange = attributable raw exchange × declared reference quantity / accepted hand-off product quantity on the same boundary and measurement basis. Apply perennial-establishment and shared-operation attribution before this normalization. Never set an internal-transfer quantity equal to the final reference quantity. Per declared reference flow means the amount, unit and product state in section 3; the data package must declare its actual route and gate.

planting_material_input_identity_and_fate | crop_establishment | For the original planting_material_input collection role at this operation, identify the actual physical form, species/material, composition, state and supply/treatment boundary before creating exchanges. Each seed lot, transplant, crown, cutting, larval stage, formulation, coating, preservative or separated residue actually used/generated requires its own concrete card where relevant to this role; these examples are alternatives, not a required recipe. Retain existing collection records and route-specific source evidence. Count-based planting records require measured or supplier-supported mass-per-unit when matched to a mass-based provider; retain count and mass as linked attributes rather than two purchases. Do not merge separate husk/shell or separate agents. A real mixed stream requires composition and recipient evidence and is counted once. Before completeness, record every applicable amount and native unit, link a compatible verified UUID or explicitly unresolved identity, preserve stock/return attribution, and normalize the attributable raw quantity once to the accepted reference output. Missing records are not zero; aggregate ranges are not individual-input defaults. | cp_establishment_records | Identity-specific exchanges and reconciled activity records | usda-nrcs-nutrient-management-590 |
chemical_species_mass_accounting | elementary_nutrient_emissions | Final elementary exchanges use the mass of the identified substance and one actual receiving compartment. Keep nutrient/activity ledgers separate: species-specific N2O-N × 44/28 gives N2O, NH3-N × 17/14 gives NH3, nitrate-N × 62/14 gives nitrate, and phosphate-P × 95/31 gives phosphate. If the selected flow is elemental phosphorus instead, report kg P and convert phosphate mass by 31/95 only when that species basis is evidenced. Apply a conversion exactly once only when the method output is on the elemental basis; measured compound mass is not reconverted. Total nutrient losses cannot be assigned to a single species without a supported split, and residual/retained soil nutrient is not an emission. Keep direct/indirect pathway ledgers and avoid repeating a pathway already included in the chosen method or upstream inventory. Factor uncertainty ranges screen factors on their stated basis, not final compound amounts or admissible site emissions. Normalize the attributable compound mass once using the accepted reference quantity and the matched measured output. Unknown activity, identity or compartment remains an evidence gap and blocks a completeness claim. | cp_emission_calculation_records; species-specific activity ledger, method pathway and factor basis, matched accepted output | Identity-specific exchanges and reconciled activity records |

System boundary rules · 4
| Rule ID | Applies to | Rule | Source IDs |
|---|---|---|---|
boundary_crop_cycle | establishment and crop management | Include field or protected-unit preparation, establishment, crop management, crop-cycle inputs, and harvest preparation that produce the declared fresh green fruit; disclose prior land use and exclude unrelated infrastructure construction. | fao-56-crop-evapotranspiration-1998, usda-nrcs-nutrient-management-590 |
boundary_gate_conditioning | harvest and primary conditioning | End the foreground system at the declared farm-gate or pack-house gate and include cutting, grading, trimming, washing, cooling, and primary packing when they occur before that gate. | codex-fresh-fruits-vegetables-2003, fao-good-hygiene-fresh-produce-2003 |
boundary_soil_nitrogen | nutrient inputs, crop residues, and managed soil | Estimate applicable direct and indirect nitrogen emissions using one declared method and recorded nutrient inputs and residue fate; avoid double counting a nitrogen pathway. | ipcc-2019-refinement-nitrogen |
boundary_residue_fate | field residue, rejects, and trim | Record field return, composting, feed use, treatment, or disposal separately; material without a demonstrated productive use remains a residue or waste flow. | codex-fresh-fruits-vegetables-2003, fao-good-hygiene-fresh-produce-2003 |
Allocation rules · 3
| Rule ID | Applies to | Rule | Source IDs |
|---|---|---|---|
allocation_single_crop_cycle | inputs and emissions shared by fields or protected units | Allocate shared inputs and emissions to the represented crop cycle using measured area, operating time, or mass output; document the selected driver and do not allocate by unrecorded assumptions. | fao-56-crop-evapotranspiration-1998 |
allocation_marketable_and_reject_outputs | harvest, grading, and gate preparation | Keep marketable green fruit, unmarketable fruit, trimming, and residue as separate outputs. Apply the declared allocation or treatment rule only when a reject has a documented productive use; otherwise retain it as waste or residue. | codex-fresh-fruits-vegetables-2003 |
allocation_rule_3 | foreground_burden_allocation | Concrete cards do not inherit numerical ranges from the former aggregate card. Determine quantities from original records, stock/meter reconciliation and the declared reference flow; no default quantity or numeric screen is supplied without evidence matching the identity, unit, period and boundary. Missing range evidence is a quality disclosure, not zero use or proof of completeness. |

| Rule ID | Applies to | Rule | Source IDs |
|---|---|---|---|
validate_reference_qualifiers | reference flow | Reject a foreground package that omits production geography, route, cultivar or species group, declared fresh maturity and colour, crop cycle, declared gate, and required harvest or quality qualifiers. | codex-fresh-fruits-vegetables-2003 |
validate_crop_cycle_completeness | process inventory | Check that establishment, management, harvest, and all represented harvest rounds are covered by records for the same crop cycle. | fao-56-crop-evapotranspiration-1998 |
validate_flow_binding_priority | all flow rows | Verify each actual exchange against its concrete flow UUID, physical state, property and unit; preserve explicit unresolved identities when confirmation is unavailable. | |
validate_nutrient_reconciliation | nutrient and soil-emission rows | Check that product mass, nutrient concentration, nutrient amount, residue fate, and selected emission method reconcile without double counting. | usda-nrcs-nutrient-management-590, ipcc-2019-refinement-nitrogen |
validate_output_mass_balance | harvest and gate preparation | Require harvested mass to reconcile to marketable green fruit, reject, trimming, residue, and recorded loss within the declared tolerance. | codex-fresh-fruits-vegetables-2003 |
validate_gate_and_downstream_cutoff | boundary and transport rows | Confirm that washing, cooling, packing, treatment, and transport are included only when they occur before the declared gate and that downstream retail and consumption are excluded. | codex-fresh-fruits-vegetables-2003 |
