1. Scope and Applicability
This PCR governs foreground data packages for barley (Hordeum spp., principally cultivated barley) grown specifically for planting and delivered as sowing-quality seed at the declared farm gate. It covers the multiplication crop, field operations, harvest and on-farm handling, cleaning and grading, and any treatment, packaging, or storage performed before that gate. It is intended for mass-based product, process, dataset, and lifecycle-model projections.
The PCR does not cover barley grown as grain for food, feed, malting, brewing, or industrial use; vegetative planting material; seed of other cereal species; downstream sowing of the sold seed; or distribution beyond the declared farm gate. A lot remains in scope whether certified or not, but its variety, seed class, certification or quality-assurance scheme, treatment state, and test status must be declared. Marketability thresholds remain jurisdiction- and contract-specific and are not universal conformance thresholds of this PCR.
