1. Scope and Applicability

This PCR applies to separately saleable parts and accessories that the producer identifies for use with liquid crystal devices n.e.c., lasers other than laser diodes, or other optical appliances and instruments n.e.c. in the CPC 48315 product family. It covers factory-gate production from received materials and components through the site-performed fabrication, cleaning, assembly, performance verification, and packaging steps declared for the product configuration.

The PCR excludes complete CPC 48315 devices; laser diodes; general-purpose fasteners, cables, power supplies, printed wiring boards, and similar goods when sold independently; optical fibres, optical elements, photographic goods, and other products classified separately; installation, use, maintenance, and end-of-life of the parent device; and upstream production already represented by linked supplier or background datasets. Every actual bill-of-material, utility, packaging, waste, and direct-emission exchange must be represented as an atomic dataset row even when it is not one of the common rows below. Classification context is evidence of scope, not by itself a methodology identity or accepted mapping.

Required qualifiersparent-device family (liquid crystal device n.e.c., laser other than laser diode, or other optical appliance/instrument n.e.c.); part or accessory type and function; model and compatibility; material composition and supplied form; net product mass; manufacturing and cleaning route; acceptance specification and test; production site and geography; reference period; packaging configuration

When constructing a foreground data package, the items listed in Required qualifiers must be declared in dataset metadata, process notes, reference flow comment, product description, or an equivalent data package field. Missing required qualifiers make the reference flow definition incomplete for that data package.

Structured rule index

This index comes from verified structured.yaml and retains the canonical English rule text.

System boundary rules · 5
Rule IDApplies toRuleSource IDs
system_boundary_rule_1foreground_gate_to_gateInclude all site-performed fabrication, forming, cleaning, assembly, performance verification, rework, and packaging activities used for the declared product configuration, including supporting energy and waste handling attributable to them.eu-pef-method-2021
system_boundary_rule_2bill_of_materials_and_outputsUse a product-specific BOM and company-specific manufacturing data. Record all known material, energy, water, product, waste, and direct elementary flows as individual exchanges; an unlisted actual flow is not a permitted cut-off.eu-pef-method-2021
system_boundary_rule_3conditional_routesInclude a conditional exchange only when the declared product and route use it; otherwise document the exchange as not applicable rather than assigning zero by assumption.
system_boundary_rule_4excluded_life_cycle_stagesExclude installation, use, maintenance, and end-of-life of the parent device from this factory-gate dataset. Any expanded study must model those stages separately without changing this reference flow.
system_boundary_rule_5solvent_cleaningWhen solvent cleaning occurs, include solvent purchases, inventory change, recovered or reused solvent, spent solvent, solvent in wastewater, and direct VOC emissions in a reconciled solvent balance.us-epa-industrial-cleaning-solvents-2006
Allocation rules · 4
Rule IDApplies toRuleSource IDs
allocation_rule_1independently_meterable_operationsAvoid allocation by subdividing and directly measuring product-specific material, energy, water, solvent, packaging, waste, and emission records wherever practicable.eu-pef-method-2021
allocation_rule_2shared_manufacturing_inputsWhen direct measurement is unavailable, allocate a shared flow with a documented physical driver that reflects causality, in the order machine or process time, measured throughput, or net conforming product mass; do not allocate by revenue unless physical drivers are demonstrably unavailable.eu-pef-method-2021
allocation_rule_3scrap_recovery_and_waste_treatmentReport the full mass leaving as each waste flow and link the actual recovery or treatment route. Do not subtract an avoided-burden credit inside the foreground inventory; disclose any downstream recycling convention separately.
allocation_rule_4rework_and_rejectsAssign rework energy and materials and unrecovered reject burdens to the product configuration that generated them, using product-specific records or the same causal driver as the originating operation.
Validation rules · 7
Rule IDApplies toRuleSource IDs
validation_rule_1reference_flowConfirm that reference_product is a conforming CPC 48354 part or accessory for a declared CPC 48315 parent-device family and that its net output is exactly 1 kg excluding transport packaging.un-cpc-3-0-structure-2025, eu-pef-method-2021
validation_rule_2required_qualifiersReject a dataset that omits parent-device family, part/accessory function, compatibility, composition, manufacturing route, acceptance specification, site, period, or packaging configuration.
validation_rule_3atomic_inventoryConfirm that every actual BOM, utility, packaging, waste, and direct emission is represented by one atomic exchange with correct direction, flow type, property, unit, and route condition.eu-pef-method-2021
validation_rule_4tiangong_uuid_identityConfirm every populated Tiangong UUID by a public state-100 direct read against English and Chinese baseName, flow type, classification, property, unit group, product state, geography, technology, and generalComment; keep unresolved rows blank rather than substituting proxies.
validation_rule_5conditional_routesConfirm that aluminium, stainless steel, ABS, copper, aqueous cleaning, isopropanol cleaning, and corrugated-cardboard rows are included only when the declared BOM and site route use them; add any different actual material or process flow as a separate atomic row.
validation_rule_6mass_and_solvent_balanceReconcile material input, conforming output, material-specific scrap, other actual outputs, and inventory change; where isopropanol is used, separately reconcile solvent input, recovery, waste, wastewater content, retention, and air release.us-epa-industrial-cleaning-solvents-2006
validation_rule_7data_quality_and_sourcesConfirm period alignment, calibration, product-specific company data, upstream dataset links, proxy disclosure, calculation reproducibility, and source-id resolution before dataset release.eu-pef-method-2021
