1. Scope and Applicability
This PCR covers finished photographic equipment not represented by the separate canonical identities for objective lenses, photographic or cinematographic cameras, cinematographic projectors, sensitized photographic media, photographic chemical preparations, or parts and accessories. Consistent with the HS headings underlying this residual equipment boundary, covered products include photographic flashlight apparatus; non-cinematographic image projectors and photographic enlargers or reducers; photographic-laboratory apparatus and equipment; negatoscopes; and projection screens.
The foreground boundary is factory-gate production from received materials, components, and packaging through final assembly, any site-performed cleaning or conditioning, functional testing, and packing. The producer must declare the specific equipment family and bill of materials because the residual category spans electronic, optical, electromechanical, and passive screen products. Distribution, use, maintenance, and end-of-life are excluded unless the study goal explicitly extends the boundary.
