1. Scope and Applicability
This PCR covers cradle-to-gate production of new, complete fork-lift trucks, other works trucks with or without lifting or handling equipment, and tractors designed for railway-station platform work. It applies to manually operated or automated industrial trucks with electric or internal-combustion powertrains. It excludes crane-fitted works trucks whose principal function is lifting by crane, separately sold parts, remanufactured trucks, distribution, use, maintenance, and end-of-life. Downstream studies shall add the excluded life-cycle stages explicitly.
