1. Scope and Applicability

This PCR governs foreground data packages for unwrought lead metal leaving a producer as crude, refined, soft, hard, or alloyed lead in a cast primary form such as a pig, sow, or ingot. It covers primary production from lead-bearing concentrate and secondary production from lead scrap; the data package shall select and disclose one route, or transparently model a measured site-specific mix without merging route inventories before collection.

The boundary ends at the producer gate after refining, alloy adjustment when applicable, and casting. Lead ore and concentrate as products, lead scrap as a final product, lead oxides, semi-finished lead plate/sheet/strip/foil/powder, fabricated articles, batteries, and downstream rolling, extrusion, or article manufacture are outside this PCR.
