1. Scope and Applicability

This PCR covers gate-to-gate production of alloy-steel bars and rods whose saleable state is cold-formed or cold-finished. The foreground starts with hot-rolled alloy-steel bar or rod feedstock received at the cold-finishing site and ends with conforming product at that site's dispatch gate. The applicable finishing route may use cold drawing, grinding, or peeling; post-drawing annealing, chemical pickling, mechanical descaling, and rust-preventive oiling are included only when performed.

High-speed-steel bars and rods, silico-manganese-steel bars and rods, wire, hollow drill bars, hot-worked-only bars and rods, and bars or rods further worked beyond the cold-formed or cold-finished state are excluded. Upstream steelmaking and hot rolling require linked upstream datasets. Downstream fabrication, transport after the dispatch gate, use, and end of life are outside this foreground boundary.
