1. Scope and Applicability
This PCR applies to non-narrow woven terry towelling and similar woven terry fabric classified in CPC 3.0 subclass 26850. It covers fabric delivered at the producing plant gate as greige, dyed, bleached, mechanically finished, chemically finished, or otherwise specified terry fabric, provided that the declared product remains fabric rather than a made-up article.
The product boundary includes terry fabric made from non-cotton fibres or blends when the product is classified in CPC 26850. It excludes cotton terry fabric classified in CPC 26840, narrow fabrics, woven pile or chenille fabrics that are not terry fabric, knitted pile fabric, tufted fabric, and made-up towels or other finished textile articles. Fibre composition, pile construction, finished width, mass per unit area, colour or greige state, finish, and moisture-conditioning basis shall be declared because they materially affect product identity and production routes.
