1. Scope and Applicability

This candidate rule covers the production of dry, milled flour or coarse meal from a declared non-mustard oilseed or oleaginous fruit at the factory gate. The documented representative is soybean flour, made either from whole dehulled beans or from edible defatted soybean flakes. The product must be deliberately prepared and sold as flour or meal. Oil-cake and extraction residues sold as such, mustard flour, isolated protein, formulated feed and unrelated vegetable flour are excluded.
