1. Scope and Applicability
This PCR applies to factory-gate production of malt made by controlled germination of food- or brewing-grade cereal grain and subsequent drying, with optional roasting, caramelisation, smoking, blending, and packing. It covers ordinary kilned malt and roasted malt, including pale, coloured, crystal/caramel, smoked, and light- or dark-roasted malt made from barley, wheat, rye, oats, sorghum, or another explicitly declared cereal species.
The foreground boundary starts with cereal grain received at the maltings and ends with net saleable malt released in bulk or declared packaging. It includes receiving, cleaning and grading, steeping, germination, kilning or a declared direct-roasting route, conditional roasting, cooling, deculming, blending, storage, packing, sanitation, utilities, wastewater, residues, wastes, and direct emissions. Cereal cultivation and inbound transport are upstream. Brewing, distilling, manufacture of malt extract or malt flour, food manufacture using malt, distribution, use, and end of life are excluded.
