1. Scope and Applicability

This PCR applies to living plant and fungal propagation material placed on the market for planting, transplanting, grafting, vegetative propagation, or inoculation. It covers nursery-raised plants and rooted young plants; bulbs, corms, rhizomes, tubers, tuberous roots, crowns, and other live roots intended for propagation; rooted or unrooted cuttings and slips; and mushroom spawn supplied on a declared carrier or substrate.

The foreground data package ends at the producing nursery, farm, laboratory, or spawn plant gate after propagation, growth or incubation, grading, phytosanitary or contamination screening, and gate preparation. Field and protected production, soil and soilless routes, bare-root and containerized products, tissue-culture-derived plants, and grain- or substrate-carried mushroom spawn are included when their route is declared.

Products intended primarily for direct human or animal consumption, harvested flowers and flower buds, seeds sold as seed, growing media sold without live propagation material, mushroom growing substrate sold without viable spawn, finished edible mushrooms, plant-propagation services without a product flow, and downstream crop cultivation after the propagation material leaves the producer gate are excluded. A concrete dataset shall not combine materially different species, propagation-material types, or production routes unless the aggregation and allocation are reported and the reference-flow qualifiers remain representative.
