1. Scope and Applicability
This PCR governs foreground data packages for finished hydraulic cement delivered from a cement manufacturing or grinding facility. It covers Portland cement, Portland-composite and blended cement, slag cement, aluminous or calcium-aluminate cement, and similar hydraulic binders when sold as cement rather than as clinker. It is intended for building, infrastructure, mortar, concrete, and other downstream supply-chain studies that need a product-specific cement input.
The foreground package shall represent a declared cement product, site, route, reporting period, and delivery form. It shall distinguish cement family and standard designation, strength class and declared test ages, clinker type and source, clinker-to-cement ratio, main constituents, calcium sulfate or gypsum, supplementary cementitious materials, minor additions and grinding aids, grinding or blending route, thermal energy, electricity, fossil and alternative fuels, and bulk or packaged delivery. A production-volume-weighted product mix is allowed only when its member products and weights are disclosed and the mix is the intended reference product.
This PCR does not cover cement clinker as the reference product, ready-mixed or site-mixed concrete, mortar, refractory cement compositions, cement articles, or construction systems. It does not authorize a Portland-cement dataset to represent aluminous cement, a single strength grade to represent all grades, or a site- or region-specific dataset to represent the whole category.
