1. Scope and Applicability
This PCR applies to the manufacture of finished mechano-therapy appliances, massage apparatus, psychological aptitude-testing apparatus, ozone-therapy, oxygen-therapy and aerosol-therapy apparatus, artificial-respiration and other therapeutic-respiration apparatus, other breathing appliances, and gas masks. It covers mechanically complete apparatus and the integral accessories supplied in the declared product configuration. The foreground data package is model- and route-specific because this category contains materially different electrical, pneumatic, mechanical, reusable, single-use, sterile, non-sterile, filtered-air and externally supplied-air products.
The PCR excludes protective masks having neither mechanical parts nor replaceable filters, stand-alone medicinal or industrial gases, stand-alone gas cylinders, separately marketed replacement filters or generic components, and medical, surgical or diagnostic equipment outside the stated product boundary. A component or replacement item delivered with the reference apparatus remains an input or included accessory of that apparatus and must not be reported as a second reference product.
The default dataset boundary is cradle-to-factory-gate: purchased materials and components enter with linked upstream datasets; actual foreground manufacture, assembly, treatment, testing and packaging are recorded through the point at which a conforming product is ready to leave the manufacturing site. Distribution, installation, use, maintenance and end-of-life are excluded from this foreground dataset and must be added explicitly by a downstream study when relevant.
2. Product Category Identity

| covered_products | finished mechanical-therapy and massage apparatus; psychological aptitude-testing apparatus; finished ozone-, oxygen- and aerosol-therapy apparatus; artificial-respiration and other therapeutic-respiration apparatus; breathing appliances; gas masks with mechanical parts and/or replaceable filters |
| excluded_products | simple protective masks with neither mechanical parts nor replaceable filters; stand-alone gases and cylinders; replacement filters and generic components sold separately; unrelated medical, surgical, veterinary or diagnostic equipment |
| representative_product | the declared, model-specific finished apparatus configuration; no category-average apparatus is presumed because function, construction, mass, energy source, treatment status and service life vary materially |
| production_route | purchased materials and components and/or in-house component preparation → assembly and integration → conditional cleaning, disinfection or sterilisation → final testing, calibration and packaging |
| market_state | new, conforming finished apparatus in its declared sales configuration, production mix at plant; net product mass is distinguished from packaging mass |
3. Reference Flow
| Field | Value |
|---|---|
| What | provision at the factory gate of a finished apparatus performing the declared mechanical-therapy, massage, aptitude-testing, therapeutic-respiration, breathing-protection or gas-mask function |
| How much | 1 kg net mass of conforming finished apparatus, including integral parts and accessories in the declared configuration and excluding transport and sales packaging |
| How well | the declared model meets its documented intended function, performance specification and final acceptance criteria; applicable sterile state, respiratory protection or gas-delivery characteristics are preserved |
| How long or cycle | one completed production batch normalised to 1 kg of conforming output; declared service life, number of uses or treatment cycles is a required qualifier rather than a conversion of the mass reference |
| reference_flow_link | net conforming product mass after final testing and any required cleaning or sterilisation, immediately before dispatch beyond the manufacturing gate |
| Field | Value |
|---|---|
| Reference amount | 1 kg |
| Reference product flow | Mechano-therapy appliances, massage apparatus, psychological aptitude-testing apparatus, ozone therapy, oxygen therapy, aerosol therapy, artificial respiration or other therapeutic respiration apparatus, other breathing appliances and gas masks (excluding protective masks having neither mechanical parts nor replaceable filters) de3969a1-8fd2-433a-979d-176043362c2e |

| Reference unit | kg |
| Required qualifiers | device family and intended function; model and configuration; electrical, pneumatic or mechanical operating principle; reusable or single-use status; declared service life or treatment-cycle basis; net product mass; included accessories and consumables; sterile or non-sterile state; cleaning or disinfection state; filtration, supplied-air or supplied-gas mode where applicable; filter class or declared protection type where applicable; gas-contact materials where applicable; battery and electronics configuration; packaging configuration and packaging mass; production route; manufacturing site and geography; production period |
When constructing a foreground data package, the items listed in Required qualifiers must be declared in dataset metadata, process notes, reference flow comment, product description, or an equivalent data package field. Missing required qualifiers make the reference flow definition incomplete for that data package.
4. Measurement and Unit Rules
| rule_id | Applies to | Required property | Required unit | Rule |
|---|---|---|---|---|
reference_mass | reference product | Mass 93a60a56-a3c8-11da-a746-0800200b9a66 | kg | Use measured net mass of conforming finished apparatus. Exclude transport and sales packaging from the reference amount and report packaging as separate inventory inputs. |
batch_normalisation | all foreground inventory rows | row-specific property | row-specific SI unit | Divide each batch total by the conforming net product mass from the same batch or reconciled production period to express the row per 1 kg reference product. |
item_to_mass_conversion | components, accessories and packaging recorded by count | Mass | kg | Convert counts to mass only with model- and lot-specific measured unit mass; retain count, sample size and scale evidence. |
energy_carrier_separation | electricity, fuels, steam, compressed air and supplied gases | carrier-specific energy, mass or volume property | carrier-specific SI unit | Preserve each energy or gas carrier as a separate flow. Do not combine carriers into one energy total unless the conversion basis and original quantities remain available. |
gas_volume_conditions | process or test gases measured by volume | Volume | m3 | Record reference temperature and pressure and the meter basis; do not treat an unqualified normal or standard cubic metre as interchangeable with an actual cubic metre. |
packaging_separation | primary, secondary and transport packaging | Mass | kg | Record packaging by material and level. Packaging mass must not be included in the net apparatus reference mass. |
5. System Boundary
Boundary Abstraction
| Field | Value |
|---|---|
| declared_starting_condition | materials, purchased components, subassemblies, accessories and packaging received at the declared manufacturing site with identity, quantity and upstream dataset links |
| starting_condition_role | cradle-to-gate upstream product inputs entering the foreground manufacturing system |
| product_classification_scope | the finished apparatus boundary stated in Section 2, independent of whether a particular model is medical electrical equipment, non-electrical therapy apparatus or respiratory PPE |
| recursive_input_rule | an input already belonging to this same finished-apparatus category must remain a visible product input with its own upstream dataset and must not be recursively re-expanded inside this foreground package |
| upstream_dataset_requirement | every purchased material, component, subassembly, accessory, energy carrier, treatment medium and packaging input requires a geographically, technologically and temporally representative upstream dataset or an explicitly documented data gap |
| disclosure | declare the actual manufacturing sites, route steps, outsourced operations, sterile or non-sterile status, respiratory protection or gas-supply mode, included accessories, packaging boundary, excluded downstream stages and any unmodelled route step |
| rule_id | Applies to | Rule | source_ids |
|---|---|---|---|
sb_foreground_gate | cradle-to-factory-gate foreground package | Include all actual on-site and directly controlled processes from received inputs through conforming tested and packaged apparatus; link purchased inputs to upstream datasets and justify every exclusion. | eu-pef-2021; ghg-protocol-product-standard |
sb_route_specificity | model and production route | Include only route steps that actually occur, but do not omit a material process because it is outsourced; outsourced preparation, treatment or testing remains represented through a purchased service or upstream dataset. | eu-mdr-2017; eu-pef-2021 |
sb_treatment_controls | cleaning, disinfection, sterilisation and gas-contact processing | Include treatment media, energy, water, cycle losses, residual handling and validation-related rejects whenever the declared product route uses the treatment. | eu-mdr-2017 |
sb_respiratory_configuration | gas masks and other breathing appliances | Distinguish filtered polluted air from externally supplied breathable air, and disclose replaceable filter, supplied-air, supplied-gas and oxygen-deficient-atmosphere applicability; never use one configuration as an undeclared proxy for another. | eu-ppe-2016-425-consolidated-2026 |
sb_downstream_separation | distribution, installation, use, maintenance and end-of-life | Exclude downstream stages from this foreground production package while clearly disclosing the exclusion; a full product study must add the applicable stages and scenarios separately. | iec-60601-1-9-2007; eu-pef-2021 |

7. Allocation and Co-product Handling
| rule_id | Applies to | Rule | source_ids |
|---|---|---|---|
allocation_avoid | separable products, lines, batches and route steps | Avoid allocation by process subdivision, separate meters, separate batch records or a redefined process boundary whenever the studied apparatus can be isolated. | ghg-protocol-product-standard |
allocation_physical_causal | unavoidable shared utilities, treatment loads and common processes | Allocate by a documented physical relationship that reflects causation, such as metered use, machine time, treatment-cycle occupancy, test time or another engineering driver; mass allocation is acceptable only when mass drives the shared burden. | ghg-protocol-product-standard |
allocation_economic_fallback | common process without a defensible physical relationship | Use economic or another justified relationship only when subdivision and physical allocation are not feasible; disclose the factor, data period and sensitivity. | ghg-protocol-product-standard |
allocation_waste_recycling | scrap, rejects, spent media and recovered materials | Keep waste outputs and treatment burdens visible. Do not apply an undeclared recycling or avoided-product credit in the foreground package; any downstream recycling allocation must be stated separately and consistently. | ghg-protocol-product-standard; eu-pef-2021 |
