1. Scope and Applicability
This PCR governs foreground data packages for the factory-gate production of knives other than machine knives, scissors, and finished or replacement blades made for those products. It covers complete products and blades sold separately, including stamping or cutting, route-specific forging, heat treatment, grinding, sharpening, polishing, cleaning, route-specific handle or pivot assembly, inspection, and packaging that crosses the factory gate.
Machine knives and cutting blades, saw blades, razors and razor blades, spoons, forks and similar flatware, manicure or pedicure instruments, upstream steelmaking, distribution, use, maintenance, and end-of-life are outside the default boundary. A data package shall identify whether it represents a knife, scissors, or blade-only product and shall not aggregate materially different products unless their mass and foreground burdens remain separately traceable.
