1. Scope and Applicability
This PCR applies to unmade-up felt classified as CPC 27921 at the factory gate, including wool or other animal-fibre felt formed by wet felting/fulling and dry mechanically entangled felt when sold as felt. It covers single-fibre and blended products, with or without a declared binder or finish, supplied in rolls, sheets, pads, or cut industrial lengths before conversion into a separately classified article.
The PCR excludes nonwovens classified as CPC 27922, felt floor coverings, garments, hat bodies and finished headgear, made-up technical articles, coated or impregnated fabrics classified elsewhere, paper felt, and downstream fabrication into a final article. A producer shall declare the fibre composition, felt-forming route, basis weight, thickness test condition, binder or finish add-on, recycled content, moisture/conditioning basis, and packaging inclusion. The process map is a data-collection model; route-inapplicable cards are omitted with documented justification rather than assigned zero by default. unsd-cpc-3-2025, us-epa-textile-study-1979, and us-epa-textile-development-1982 support the category boundary and route decomposition.
