1. Scope and Applicability

This PCR applies to factory-gate production of ski-boots, snowboard boots, and cross-country ski footwear classified in CPC 3.0 subclass 29410. It covers hard-shell and soft-upper constructions and requires the producer to declare the footwear subtype and the actual component route.

The foreground boundary begins with received resins, foam sheets or components, textile or leather materials, closure hardware, adhesives, chemicals, utilities, refrigerant servicing attributable to production, and sale-packaging materials. It ends with accepted finished footwear at the manufacturing facility gate. Upstream raw-material production and downstream distribution, use, repair, and end of life require separate datasets.
