1. Scope and Applicability
This PCR covers vegetable seed lots produced for agricultural or horticultural sowing, except beet seed. The foreground route begins with the planting seed or parent material used to establish one seed crop and ends at the declared seed release gate after harvest, seed extraction or threshing, drying, cleaning, grading, quality testing, optional treatment or pelleting, packaging, and any included pre-gate storage. It applies to open-field and protected seed crops, self-pollinated, cross-pollinated, hybrid and open-pollinated routes, and untreated, chemically treated, coated, encrusted, or pelleted lots.
The lot is identified at species and variety or hybrid level. For fleshy-fruited or mucilaginous vegetables, wet extraction or fermentation is included when it occurs before the release gate. Field isolation, roguing, pollination management, disease control, harvest maturity, and seed-bearing organ handling are included when attributable to the declared lot. The PCR does not impose one agronomic recipe or one legal certification system; the applicable national or market scheme and the actual lot state must be disclosed.
Beet seed, vegetative planting material (including seedlings, bulbs, tubers, roots, cuttings, and grafts), ornamental seed, food or feed grain, edible vegetable products, breeder or genebank research material that is not prepared as a market seed lot, machinery and building manufacture, land-use change, post-release distribution, retail, planting, and vegetable crop production from the released seed are outside the default boundary. A lot rejected for sowing remains a waste or diverted product output until its documented destination is known.
2. Product Category Identity
| Field | Value |
|---|---|
| canonical_pcr_id | pcr.agriculture-forestry-and-fishery-products.products-of-agriculture-horticulture-and-market-gardening.vegetable-seeds-except-beet-seeds |
| classification_refs | CPC 3.0 01260 — Vegetable seeds, except beet seeds; mapping relation: exact |
| covered_products | Market-ready seed lots of vegetable species other than beet, including open-pollinated and hybrid seed and untreated, treated, coated, encrusted, or pelleted seed, with declared species, variety or hybrid, seed class, moisture, physical purity, germination or viability, health, lot, and packaging state |
| excluded_products | Beet seed; seedlings, transplants, bulbs, tubers, roots, cuttings, grafts, ornamental seed, food or feed grain, edible vegetables, breeder or genebank material not released as a seed lot, and post-release crop production or distribution |
| representative_product | 1 kg of one declared vegetable species and variety or hybrid in a released seed lot, with a documented seed class, moisture, purity, germination or viability, treatment state, lot identity, and gate |
| production_route | Planting seed or parent stock → field establishment and isolation → roguing, pollination, crop management, and maturation → harvest and seed extraction or threshing → drying, cleaning, and grading → optional treatment, coating, or pelleting → testing, packaging, pre-gate storage, and lot release |
| market_state | Released vegetable seed at the declared farm, processor, or dispatch gate, in bulk or sealed packaging, with species and variety or hybrid identity, lot traceability, quality results, treatment declaration, net quantity, moisture basis, and intended sowing use |
3. Reference Flow
| Field | Value |
|---|---|
| What | Market-ready vegetable seed, except beet seed, at the declared release gate |
| How much | 1 kg net accepted seed |
| How well | Declared species; variety or hybrid; seed class and generation; untreated, treated, coated, encrusted, or pelleted state; moisture basis; analytical purity; germination or viability; health or phytosanitary status; lot identity; packaging state; geography; and release gate |
| How long or cycle | One complete seed crop multiplication cycle plus attributable harvest, extraction, conditioning, testing, packaging, and pre-gate storage; storage duration is declared when included |
| reference_flow_link | reference_product_at_declared_handoff |
| Field | Value |
|---|---|
| Reference amount | 1 |
| Reference product flow | Vegetable seed, except beet seed, market-ready lot |
| Reference flow property | Mass (93a60a56-a3c8-11da-a746-0800200b9a66) |
| Reference unit group | Units of mass (93a60a57-a4c8-11da-a746-0800200c9a66) |
| Reference unit | kg |
| Required qualifiers | Species; variety or hybrid and parent-line role where relevant; seed class and generation; production geography; crop cycle; pollination and isolation route; seed-bearing organ; harvested and accepted mass; moisture basis; analytical purity; germination or viability; health status; treatment, coating, encrusting, or pelleting; packaging; storage duration; lot identifier; intended sowing use; and declared release gate |
When constructing a foreground data package, every item in Required qualifiers must be declared in dataset metadata, process notes, the reference-flow comment, product description, lot certificate, or an equivalent data-package field. The reference amount is net accepted seed; rejected lots and conditioning losses are not silently included in that amount.
The sole reference output is reference_product_at_declared_handoff at declared_reference_handoff, a mandatory measurement of the actual accepted product at the already declared gate. Process vegetable_seed_treatment_packaging_and_storage remains conditional: omission of its physical activities does not remove this reference. Select the actual last included product handoff and record its process/output id; accept only the same species, physical state, grade, moisture basis and gate as Section 3. The prior vegetable_seed_release_output row is the measured output of its actual operation when active, not an additional final sale. No bypass creates processing, a yield assumption, an extra burden or a change of product boundary.
4. Measurement and Unit Rules
| rule_id | Applies to | Required property | Required unit | Rule |
|---|---|---|---|---|
reference_mass | reference product and released lot | Mass | kg | Report the accepted released seed on a declared as-received moisture basis. If the source record is a seed count, convert with measured thousand-seed weight or a transparent lot-specific count-to-mass record. |
moisture_basis | seed-bearing material, raw seed, conditioned seed, and released seed | Mass and moisture content | kg and % | Retain as-received mass, moisture measurement, and any dry or standard-moisture conversion. Do not mix wet extraction, drying, or packaging records on incompatible moisture bases. |
field_to_lot_normalization | field activities and harvest outputs | Area and mass | ha and kg | Normalize crop-cycle field totals by accepted released seed from the same species, variety or hybrid, geography, and production cycle before scaling to the 1 kg reference flow. |
seed_quality_attributes | released lot | Germination or viability, purity, and seed health | % or test-specific unit | Preserve the test method, sample date, lot identifier, and result for germination or viability, analytical purity, other-seed content, and health claims; do not replace a missing test with a generic category value. |
treatment_basis | treatment, coating, encrusting, or pelleting inputs | Product mass and active or carrier mass | kg product and kg active or carrier | Record the actual formulation, application rate, active ingredients or coating carrier, and treated seed mass separately; disclose whether treatment is included in the released product state. |
5. System Boundary
Boundary Abstraction
| Field | Value |
|---|---|
| declared_starting_condition | Planting seed, parent line, or source stock and the field or protected-crop unit at the start of one declared seed multiplication cycle; purchased management inputs cross the foreground boundary |
| starting_condition_role | Start of vegetable seed crop establishment and multiplication |
| product_classification_scope | Vegetable seed lots for agricultural or horticultural sowing, except beet seed; CPC 01260 is mapping context and does not replace species, variety, or product-state identity |
| recursive_input_rule | Planting seed or parent stock that is itself a vegetable seed is recorded as a separate upstream product input with its species, variety or hybrid, class, quantity, and source. It is never netted against the released seed output or linked back to the same lot as a closed loop. |
| upstream_dataset_requirement | Use compatible upstream datasets for planting or parent seed, fertilizer and soil-amendment products, crop-protection products, irrigation or process water, fuels, electricity and process heat, treatment or coating products, packaging, purchased transport, and waste or wastewater services when those inputs cross the boundary. |
| disclosure | Declare species, variety or hybrid, parent-line role, seed class and generation, geography, protected or open-field route, isolation and pollination practice, field area, crop dates, harvest and extraction route, yield, moisture, purity, germination or viability, health tests, treatment and packaging state, storage duration, gate, output fates, and identity evidence gaps. |

Urea fertilizer (vegetable_seed_field_multiplication_agricultural_nutrient_inputs_urea)
Collection scope and applicability for vegetable_seed_field_multiplication_agricultural_nutrient_inputs. The following concrete identities have separate cards and apply only when use or generation is evidenced inside the original process scope. They are not mandatory inputs or a default recipe. Document non-use; missing records are not zero. Add a separate concrete card for any other actual material instead of substituting one of these names or UUIDs. Preserve attribution and boundaries and avoid double counting components included in outsourced services.
Collect each fertilizer product separately. Preserve each actual product identity, quantity, formulation, nutrient composition, application event, and allocation; do not count a compound product more than once. Raw activity or stage basis: per crop cycle and converted to 1 kg released seed.
Confirm identity, grade, state and unit from equipment, supplier and contemporaneous measurements; the product UUID does not establish actual use or upstream-provider compatibility. Count physical product mass once and retain moisture, N/P/K composition and application events; nutrient quantities are calculated attributes, not additional purchases of the same product. Give unlisted compound and organic fertilizers separate cards identified by formulation or feedstock.

Released market-ready vegetable seed (vegetable_seed_release_output)
Record the measured accepted output of vegetable_seed_treatment_packaging_and_storage only when that operation actually occurs. Preserve species, condition, grade, moisture, lot and its real outgoing gate. This stable row id identifies an actual route output; the sole final reference is reference_product_at_declared_handoff. Retain raw output and link the selected final lot without counting it as another final product. Any UUID shown is usable only for its independently confirmed physical state/gate; an incompatible upstream/intermediate state needs a separately verified or explicit unresolved identity. Preserve the original stage measurement and collection records.

Process: Accepted-product measurement at declared handoff (declared_reference_handoff)
This measurement adds no processing, waste generation or emission. Preserve all real upstream operations and losses; bypass only operations demonstrated absent. Select one actual terminal product lot and cancel its paired internal transfer once when aggregating the system. Do not sum inactive routes, co-products or both source and handoff as accepted final output.

Accepted actual-route product at the same handoff (actual_route_product_for_handoff)
Measure only accepted product at the existing declared gate. Match one actual terminal source record; internal paired transfer and this reference represent the same event, not two sales. Verify identity for the actual species/state/gate independently; an identifier confirmed only for fresh farm-gate goods cannot represent an incompatible conditioned or independent pack-house state. Missing identity remains explicit and is not resolved by copying an adjacent output UUID.

7. Allocation and Co-product Handling
| rule_id | Applies to | Rule | source_ids |
|---|---|---|---|
allocation_avoid_by_subdivision | shared field and processing operations | Subdivide records by species, variety or hybrid, seed class, lot, route, and batch wherever measurement permits. Attribute inputs and outputs directly before using allocation. | iso-14044-2006 |
allocation_marketable_co_products | edible fruit, vegetable material, or other useful outputs from a seed crop | Treat a non-seed output as a co-product only when its quantity, quality, recipient, use, and hand-off are documented. If burdens cannot be subdivided, use a declared physical or economic allocation basis and disclose sensitivity. | iso-14044-2006; mass-balance-identity |
allocation_field_residue | field residues and non-harvested biomass | Retained or incorporated residues remain part of the seed-crop foreground and are not credited as exported co-products. Removed material is separated into documented useful output, treatment, or waste fate. | ipcc-2019-managed-soils-n2o; iso-14044-2006 |
allocation_conditioning_and_packaging | shared conditioning, treatment, packaging, storage, and testing equipment | Allocate shared meters, equipment, packaging service, and storage by measured seed mass, machine time, or documented service cycles. Do not allocate the full shared burden to a lot when matched batch data are available. | iso-14044-2006; mass-balance-identity |
allocation_failed_lots | failed or diverted lots | Keep failed, reprocessed, diverted, and released seed as separate outputs. A reprocessed lot receives the burdens of the additional operation; a diverted lot receives no sowing-product credit unless its declared downstream use is established. | mass-balance-identity |
Concrete cards do not inherit numerical ranges from the former aggregate card. Determine quantities from original records, stock/meter reconciliation and the declared reference flow; no default quantity or numeric screen is supplied without evidence matching the identity, unit, period and boundary. Missing range evidence is a quality disclosure, not zero use or proof of completeness.
| rule_id | Applies to | Rule | source_ids |
|---|---|---|---|
allocation_residual_precedence | remaining common burden with no specified primary branch | Resolve any study-specific joint-product instruction in this PCR that has no specified primary branch using this precedence; retain an already explicitly prescribed category-specific primary method. First directly assign separable output-specific activities. For the remaining common burden B, use a physical driver d_i only when measured operation or biological-service records demonstrate the causal consumption represented by that driver. A product being weighable, valuable or lower grade alone is insufficient; do not switch arbitrarily between area, time, mass and revenue. For comparable grades receiving the same common handling, measured processed mass is applicable only with the same service demand, state and moisture basis demonstrated. Share a_i=d_i/sum(d_j); B_i=Ba_i. If no defensible causal physical driver exists for that common operation, use gate- and period-matched economic shares a_i=(q_ip_i)/sum(q_j*p_j), with the complete independently intended output set, compatible quantity/price units, currency, representative prices and values before output-specific downstream processing. Missing price or denominator evidence makes the allocated result incomplete, not a zero-priced product or a single-output system. Report shares summing to one and sensitivity to a material alternative; an alternative is not an interchangeable primary result. Waste, retained residues and internal transfers receive no co-product share, while their attributable production/handling burdens remain with the producing saleable route. Retain unallocated physical quantities and mass balances separately. This branch gives no automatic substitution credit; any separately scoped substitution analysis retains the gross inventory and its actual displaced-function evidence. | ghg-protocol-product-standard-2011 |
8. Foreground Data Collection, Calculation, and Quality Rules
Specific input identification before dataset completion
Identify the actual input for this operation from supplier specifications, equipment and primary records. This is a mandatory collection requirement, not an exchange. Before dataset completeness, represent each used material, formulated product, carrier or independently purchased service by one physically specific card with its native quantity/property; confirm a compatible UUID, or retain an explicit unresolved identity and do not claim a fully linked dataset. Do not substitute a conditional example for an unknown actual input, invent a recipe, omit required use or infer zero from missing records. Attribute shared use, reusable assets and inclusive services once; preserve the original stage/period and measured throughput link to final reference output. The former aggregate range is not a component limit or consumption default.

Retain raw site, lot, cycle and stage quantities and denominators in each collection protocol. Reconcile stocks, losses, moisture and co-product attribution first, then normalize: normalized exchange = attributable raw exchange × declared reference quantity / accepted hand-off product quantity on the same boundary and measurement basis. Apply perennial-establishment and shared-operation attribution before this normalization. Never set an internal-transfer quantity equal to the final reference quantity. Per declared reference flow means the amount, unit and product state in section 3; the data package must declare its actual route and gate.

chemical_species_mass_accounting | elementary_nutrient_emissions | Final elementary exchanges use the mass of the identified substance and one actual receiving compartment. Keep nutrient/activity ledgers separate: species-specific N2O-N × 44/28 gives N2O, NH3-N × 17/14 gives NH3, nitrate-N × 62/14 gives nitrate, and phosphate-P × 95/31 gives phosphate. If the selected flow is elemental phosphorus instead, report kg P and convert phosphate mass by 31/95 only when that species basis is evidenced. Apply a conversion exactly once only when the method output is on the elemental basis; measured compound mass is not reconverted. Total nutrient losses cannot be assigned to a single species without a supported split, and residual/retained soil nutrient is not an emission. Keep direct/indirect pathway ledgers and avoid repeating a pathway already included in the chosen method or upstream inventory. Factor uncertainty ranges screen factors on their stated basis, not final compound amounts or admissible site emissions. Normalize the attributable compound mass once using the accepted reference quantity and the matched measured output. Unknown activity, identity or compartment remains an evidence gap and blocks a completeness claim. | cp_seed_field_emission_activity; species-specific activity ledger, method pathway and factor basis, matched accepted output | Identity-specific exchanges and reconciled activity records |

allocation_avoid_by_subdivision | shared field and processing operations | Subdivide records by species, variety or hybrid, seed class, lot, route, and batch wherever measurement permits.
If burdens cannot be subdivided, use a declared physical or economic allocation basis and disclose sensitivity. | iso-14044-2006, mass-balance-identity |
allocation_field_residue | field residues and non-harvested biomass | Retained or incorporated residues remain part of the seed-crop foreground and are not credited as exported co-products. Removed material is separated into documented useful output, treatment, or waste fate. | ipcc-2019-managed-soils-n2o, iso-14044-2006 |
allocation_conditioning_and_packaging | shared conditioning, treatment, packaging, storage, and testing equipment | Allocate shared meters, equipment, packaging service, and storage by measured seed mass, machine time, or documented service cycles. Do not allocate the full shared burden to a lot when matched batch data are available. | iso-14044-2006, mass-balance-identity |
allocation_failed_lots | failed or diverted lots | Keep failed, reprocessed, diverted, and released seed as separate outputs. A reprocessed lot receives the burdens of the additional operation; a diverted lot receives no sowing-product credit unless its declared downstream use is established. | mass-balance-identity |
allocation_rule_6 | foreground_burden_allocation | Concrete cards do not inherit numerical ranges from the former aggregate card. Determine quantities from original records, stock/meter reconciliation and the declared reference flow; no default quantity or numeric screen is supplied without evidence matching the identity, unit, period and boundary. Missing range evidence is a quality disclosure, not zero use or proof of completeness. | |
allocation_residual_precedence | remaining common burden with no specified primary branch | Resolve any study-specific joint-product instruction in this PCR that has no specified primary branch using this precedence; retain an already explicitly prescribed category-specific primary method. Share a_i=d_i/sum(d_j); B_i=B*a_i. If no defensible causal physical driver exists for that common operation, use gate- and period-matched economic shares a_i=(q_i*p_i)/sum(q_j*p_j), with the complete independently intended output set, compatible quantity/price units, currency, representative prices and values before output-specific downstream processing.
